Why is that? Because it is spoken with regard to those who are without outflows. If it were spoken without distinction with regard to the faculties such as faith, then this would become a source. This is spoken only with regard to those who are without outflows, therefore this cannot be a source. How is this known? Therefore, it is said in detail, 'Having thus established the noble person.' The word 'thus' means 'for what reason.' In the sutra it says: 'Monks, these are merely the five faculties. Which five? The faculty of faith, the faculty of diligence, the faculty of mindfulness, the faculty of samadhi, and the faculty of wisdom. Monks, because these five faculties are excellent, because they are sharp, because they are cultivated, and because they are complete, the Arhat is liberated from both parts. Those who are the most dull and the weakest are Arhats who are liberated by wisdom. Those who are the most dull and the most attached are liberated in time. Those who are the most dull and the weakest are those who have attained by sight. Those who are the most dull and the weakest are those who are convinced by faith. Those who are the most dull and the weakest are those who follow the Dharma. Those who are the most dull and the most subtle are those who follow faith.' From there, up to 'For whom these five faculties are completely absent in all aspects, I say that he dwells in the ranks of the outsider ordinary person.' Therefore, having thus established the noble person, it is said, 'For whom these five faculties,' thereby understanding which ones are not meant here. If it were not so, it would not be said, 'For whom these five faculties.' Therefore, it is understood that it does not refer to all the faculties such as faith there. Therefore, it is not contradictory to dwell in the ranks of the outsider ordinary person and to possess those with outflows. Or, there are two types of ordinary persons: insiders and outsiders. One whose roots of virtue are not completely severed is called an insider.

Also, because it is possible to realize the truth, and because it is possible to gather its assemblies, etc. Those who have completely cut off the roots of virtue are outsiders, because they are reversed. If it were not so, then the words spoken by outsiders would have no meaning. Both those who have completely cut off the roots of virtue and those who have not completely cut them off are said to be 'outsiders' because they abide in the direction of ordinary beings in the same way, without having attained the Dharma of the Noble Ones, and in order to distinguish them from insiders. 'In all aspects' means in aspects with outflows and without outflows. 'All' means that there is not even the smallest of aspects. If it were not so, then I would say that those who do not have these five faculties abide in the direction of ordinary beings. In order to strongly prove that faith and so on are with outflows, other sources are cited. The sutras also extensively explain 'beings are born in the world,' and so on. If someone says that this sutra is also spoken with regard to those without outflows, therefore, it is quoted, 'Only the non-turning of the wheel of Dharma is temporary,' because without the turning of the wheel of Dharma, beings in the world do not have faith and other outflowless qualities, which would lead to the appearance of the Buddha and the turning of the wheel of Dharma becoming meaningless. Therefore, it should be known that before the turning of the wheel of Dharma, the faith and so on of beings are only with outflows. If someone says that the sharp faculties and so on shown here refer to the faculty of mind, that is not the case, because it refers to those who are endowed with good fortune due to the perfection of the faculties of faith and so on. Thus, in the sutra, it is spoken with regard to those who are endowed with good fortune: 'Bhagavan, please teach the Dharma, there are also beings with sharp faculties, up to the point where the Bhagavan will know all dharmas.' But it does not refer to the faculty of mind. If it were the faculty of mind, then those who have completely cut off the roots of virtue would not have good fortune. Furthermore, 'As long as I,' and so on, is extensively explained, which is another source cited in order to strongly prove that faith and so on are with outflows.
