Because feeling arises from cutting hair and so on, not from severing. Thus, for the time being, it exists internally. The explanation for existing externally is that it exists in earth, water, and so on. Mentioning "etc." includes fire, wind, trees, bricks, and so on. Someone might think that since all conditioned things are without self and there is no holder, it is impossible for the eyes, etc., to be held. Therefore, the question is asked: What is the meaning of "held"? The scriptures say that it belongs to my body. And what is that? It is what is possessed by mind and mental factors. What is meant by "possessed" is what is closely grasped by mind and mental factors as a basis. If mind and mental factors are not corporeal and do not reside in objects, it is difficult to believe that they would be grasped as a basis. Therefore, it is approached and grasped in order to harmonize the beneficial and harmful aspects, not in order to reside in it. For example, if nasal oil or eye medicine, etc., are applied to the eyes, etc., and benefit is bestowed, clear and unconfused consciousness arises. If harm is done by wind, etc., unclear and confused consciousness arises. Similarly, if consciousness associated with pleasant and painful feelings arises, the eyes, etc., will increase and decrease, thus harmonizing with each other. In order to avoid the fault of mind and mental factors being held by the eyes, etc., the statement "What is called a sentient being in the world?" is made. What is called a sentient being in the world? It is that which, when harm is done to its basis, produces suffering, and which protects itself from grass, salt, fire, thorns, iron, etc., and which is transformed by desire, anger, sorrow, fear, joy, etc. Mind and mental factors are the holders, so they are not said to be held.
