The statement "not having obtained the virtuous mind that operates in the form realm" means not having obtained the path of immediate proximity (anantaryamārga). The statement "being in accordance with all practices in the desire realm" is because one has not separated from desire. The grounds of the first and second dhyānas are in accordance with eight afflictions, but not with virtuous or indeterminate dharmas, because they depend on application and arising, respectively. If one asks whether those eight are in accordance with one, it is with the proximity of pleasant feeling and equanimity, and with those that focus on form, sound, touch, and dharmas.
