And also clinging, those who universally apply names to "existence" are nominally existent, just like vases and so on, it should be determined in this way. If someone asks: In the sutras, it is extensively said that birth and so on are inherently existent, the basis is that the sutra says "The arising of conditioned phenomena is also manifest" and so on. Answer: Although there is this basis, the arising of conditioned phenomena and so on are inherently existent, this is not the meaning here. The so-called "understanding of words is pleasing to the gods" and so on, understanding of words refers to those who take the words of the Vedas as the standard, because the Buddha's teachings are distinguished by meaning. How can those who have basis and realization, and have the nature of liberation, be those who understand words? The Blessed One said that one should rely on meaning and not on words, meaning that one should rely on meaning and not on words. So, "The arising of conditioned phenomena is also manifest" and so on, what is the meaning of this? For "children who are obscured by ignorance," those who are like children are children, because they do not know what to do and what not to do, so they are the heretics. Is the continuum of formations, form, feeling, etc., a single birth, or a difference in state? Those whose eyes of wisdom are closed by the sleep of ignorance, for the continuum of formations, particularly cling to the same one that is difficult to determine the difference, and think it is me, because ignorance has dimmed the eyes of wisdom, so they do not think it is the cause. Therefore, for it, clinging to permanence and oneness is the precursor, and it is considered "I" and "mine," from which existence arises for it, and wanting to not leave it, they cling, which is the meaning of attachment. "It" refers to thinking it is "I" and "mine," the so-called "in order to prevent" refers to in order to abandon. By relying on dependent origination, one can explain the nature of conditioned phenomena, and by revealing the nature of conditioned phenomena, one can reverse the clinging to "I" and "mine." Without revealing the birth and so on of the nature of conditioned phenomena, one cannot understand. Therefore, these three are saying

The matter is explained in detail as above. Furthermore, how is it known that these characteristics are spoken of only in terms of continuity and not in terms of an instant? For that very reason, it is stated that arising and so forth are not manifest in an instant. This is because the instant itself is not definitively grasped. Nor is it abbreviated, because it is mutually contradictory. Those that are not manifest in an instant are also not suitable to be its characteristics, for if it is a characteristic because it is indicated by this, then if one does not know oneself, one cannot indicate others. For that very reason, it is extensively stated in that sutra, "For what reason are arising and so forth manifest in continuity, but not in an instant?" For that reason, the sutra states, "Conditioned arising is also manifest," and so forth. If it were accepted that instants are manifest in the sutra, then for that reason, arising would also be a characteristic of the conditioned. Cessation, duration, and change would also be characteristics, and it would be spoken of in that way. But it is not spoken of in that way, because it is not manifest in an instant. Furthermore, the statement "the second conditioned" and so forth is extensively explained. The second mention of "conditioned" is to be understood as "these are the characteristics of the conditioned," because the characteristics of the conditioned are the characteristics of the conditioned. If it were not so, it would only be said that these three are the characteristics of the conditioned, and it would be suspected that these, like water and bubbles, are the characteristics of the very existence of the conditioned. This is an example from the perspective of dissimilar dharmas. Just as a bubble is a characteristic of the very existence of water, but not of water itself, so too, these are characteristics of the very existence of the conditioned, but not of the conditioned itself, it should be understood. Or, just as the characteristics of a girl are those of virtue and non-virtue, but not of the girl herself, so too, here, the characteristics are those of virtue and non-virtue, but not of the conditioned itself, it should be understood. The second mention of the word "conditioned" indicates that these are the characteristics of the conditioned itself.
