The teacher saw this answer of the Particularists as having loopholes, so he said it would not be so, that holding vows would not have increase and decrease. Why is that? For example, when grass and the like that did not exist before grow, when grass and the like wither, one can obtain vows from those grass and the like, but the vows will not increase or decrease. Similarly, although ability and inability have been transferred, they will not become increase and decrease, which is a synonym for increase and decrease. Therefore, one can obtain vows from ability alone, and it will not become that fault. The Particularists said no, and spoke in detail about sentient beings, etc., and spoke in detail about how grass and the like that did not exist before grow, but that is not so. Why is that? Because sentient beings exist before and after the transfer, while grass and the like do not exist, because grass, thorns, bamboo, and the like do not exist before and after. Therefore, the fault of increase and decrease cannot be prevented by the example of grass and the like. Thus, only a different dharma is spoken of, not what is to be established, nor the meaning of establishment, so the teacher again spoke in detail about complete liberation from nirvana. Therefore, it is said that the previous reason is good, because it is promised with the thought of not harming the lives of all sentient beings. Therefore, it is established that vows are obtained from ability and inability. If one obtains individual liberation vows from all sentient beings in that way, then will the precepts be reduced because those former sentient beings who became Buddhas and were completely liberated from nirvana did not obtain the vows? The teacher said that all Buddhas, as well as those who appear later, obtain them from all sentient beings without distinction. If those sentient beings have not completely liberated from nirvana, then at that time, those sentient beings will also obtain them from those sentient beings. Karma

The so-called "non-discipline, without impure discipline, there is none" means only killing, not taking what is not given, like this and so on. The so-called "non-discipline is only possessed by the weak" is because it has already been obtained before. What is the so-called "extremely heavy manifestation of killing"? It should be connected with the word "having". There is no difference in the result of Vipaka. Similarly, it should also be connected to medium and violent, the so-called "If someone obtains non-discipline with a medium mind, then even if he kills the lives of sentient beings with a violent mind, he only has medium non-discipline", and "Similarly, if someone with a violent mind" and even "non-discipline is only extremely heavy, and the manifestation of killing also has extremely heavy", and "If someone obtains non-discipline with an extremely heavy mind, then even if he kills the lives of sentient beings with a small mind, he only has extremely heavy non-discipline, and the manifestation of killing has a small", these are not connected in between. "Baguri hunters" refers to a kind of sentient being called "Guri", because they kill them, so they are Baguri hunters. In fact, the so-called "having non-discipline" means that kings and ministers also punish with penalties, so even if it is not produced from this, it is only regarded as having non-discipline. The so-called "for others also connect in the same way" means that because they kill crows, they are crow killers, like this and so on. After temporarily describing the types in detail, ask "How can non-discipline be obtained from all sentient beings", the Vaibhashikas replied, "Those are mothers, etc.", and described in detail. The teacher said, temporarily knowing that those are those, they will not kill, saying "Those who know that they are mothers, etc. do not kill, so how can non-discipline be obtained from those who should not be killed? In addition, those who have become noble ones, for sheep, etc."
