It is not, because wine taken only with the tip of grass will not make one drunk. The extensive explanation called "The Noble Ones" states that drinking alcohol is not a natural transgression, because the noble ones do not partake even after death, just like killing and so on, this is established. It is also said, "Misconduct of the body," which is another establishment, drinking alcohol is a natural transgression, because it is said to be misconduct of the body, just like killing and so on. In the sutras such as "Joyful," it is said that there are four kinds of misconduct of the body: killing, taking what is not given, sexual misconduct, grain alcohol, mixed alcohol that causes intoxication, and drinking in a place of recklessness. The extensive explanation called "Generally speaking" avoids contradictions in the Buddha's teachings. How? The extensive explanation called "How, monks" states that generally speaking about drinking alcohol is a general teaching. The statement "It is not permitted for sick Shakya people to drink alcohol" is a specific teaching, therefore, it is clear that even in a state of illness, drinking alcohol is not permitted. To completely avoid the specific teaching from becoming a fault, because alcohol can become addictive even if drunk once. The Blessed One also said that these three things, namely drinking alcohol, not practicing celibacy, drowsiness, and sleep, are never satisfied, sufficient, or full. Why avoid this fault? Because it is said that "the degree of intoxication is uncertain," it depends only on the substance, time, nature, and the state of the body, sometimes it will intoxicate and sometimes it will not. Therefore, drinking with the tip of grass is also prohibited, which is a word of abandonment. Thus, it is not the case that the Blessed One thought in his heart that it was a natural sin and said that it should be completely abandoned. What is it then? It is shown to avoid the fault of excess. The noble ones do not partake because they possess shame, which is the five powers of learning that appear in the sutras.

So, what are the five powers? They are the power of faith, the power of diligence, the power of shame, the power of embarrassment, and the power of wisdom. Therefore, one refrains from drinking solely because of having a sense of shame, not because it is inherently blameworthy. If one does not use it because of having a sense of shame, then why not understand it like water and not drink it either? Therefore, it is said that it also causes memory loss. If one drinks alcohol, one will lose the memory of what should and should not be done. If that is the case, wouldn't it be okay to drink a little bit that doesn't cause memory loss? Therefore, it is said that one should not consume even a little bit, as it is uncertain like poison. For example, even a small amount of poison, if it possesses the right time, nature, and potency, can sometimes cause death. Similarly, alcohol can also intoxicate. Improper conduct occurs because it is a place of negligence, meaning that because of intoxication, one does not abandon non-virtue and does not practice virtue. Here, it is called a place of negligence, but not in other cases, meaning that one abandons the place of negligence of grain alcohol and mixed alcohol, and returns from the place of negligence of grain alcohol and mixed alcohol. Therefore, only this precept is called a place of negligence. Other precepts, such as abandoning killing, are not called places of negligence. It is not said, "Abandoning killing is a place of negligence, and one returns from the place of negligence of killing," but rather, "One abandons killing and returns from killing." Similarly, this should be applied to taking what is not given, etc. Why? Because those are inherently blameworthy. This means that the precepts of abandoning killing, etc., are inherently blameworthy. It is said, "This is a place of negligence, so one should turn away from drinking alcohol, not because it is inherently blameworthy." "Excessively and universally relying" etc. will be explained in detail.
