It is called "the arising of," that is, the arising of cause and its time, hence it is named the arising of cause and time. The so-called "all-around arising of cause" means that it arises all around from this, hence it is all-around arising. That is both the cause and the all-around arising, hence it is the all-around arising of cause. The so-called "all-around arising of that time" refers to that time, that is, the time of action. Arising all around at that time is the all-around arising of that time. The reason for saying "only at that time does it exist" is that only at the time of action does the all-around arising of that time exist. The reason for saying "it is throwing" is that it is producing. Now, what kind of power does that action have? What is now being said is, what kind of power does the all-around arising of that time have for the action of manifestation, so that it can follow it at that time? If it does not exist, then the detailed explanation is that even if the all-around arising of cause has already thrown and produced, if there is no all-around arising of that time, then the manifestation will not exist like a dead person. For example, someone has thrown the idea of "going to the village," but in the middle, he has no intention to follow it, so he will not go, which is similar to this. Then, for the arising of the vow without mind, the detailed explanation is: if the all-around arising of that time does not exist, then it will not exist like a dead person. If one takes the Bhikshu vow by obtaining the cessation attainment, and someone makes a bodily manifestation at that time, because he is abiding in the cessation attainment at that time, then when the vow without mind arises, how does the entry expressed by the bodily manifestation belonging to that vow exist? If there is no all-around arising of that time, how will it arise? This is its summary. Thus, the contradiction is explained. Then, for those with mind, this is the clearest, which relies on other answers. The all-around arising of that time will clearly manifest the manifestation for those with mind.

Therefore, its capacity is such. The consciousness to be abandoned by seeing is said to be the initiator, meaning that what is to be abandoned by seeing is definitely the initiator. If asked how it initiates, it is because it is the basis and cause of all arising, of conceptualization and analysis, so it initiates revealing form. It is not a follower, meaning that, in detail, for the mind that looks outward and follows, the time of its revealing form's action, it does not exist at that time. The initiator, because there is no abandonment by seeing, this is its conclusion. Therefore, it is not a follower. Another fault, namely the form arising from it, in detail, if what is to be abandoned by seeing is also a follower, then just as the actions of body and speech arising from the mind to be abandoned by cultivation are to be abandoned by cultivation, so too the revealing form of body and speech arising from that mind to be abandoned by seeing should also be abandoned by seeing. If asked: What will it become? This is what the objector says. The Vaibhashikas say that this will harm the Abhidharma, because it is said in the sutras: non-afflictive, non-abandoned by seeing, non-form. Furthermore, because it is not contradictory to wisdom and ignorance. That form, like the view of the aggregates, etc., because it is not contradictory to the wisdom of the path of seeing, this is the conclusion of not having been abandoned. Therefore, even those who have seen the truth possess it, so form is not to be abandoned by seeing. It is also not contradictory to ignorance, just as the undefiled path in the state of an ordinary being, because it arises, and after it arises, in the state of an Arya, because some ignorance has been abandoned, it is contradictory to ignorance, so form is not contradictory to ignorance, because both afflicted and non-afflicted forms are in a state of universal arising, or its attainment continues to exist.

And ignorance is not non-arising, and even if there is ignorance, it is not non-arising. Like that, just like the uncontaminated, it is also not that which should not be abandoned. If it is not that which should not be abandoned, and it is also not that which should be abandoned by seeing, then it implicitly means that it is that which should be abandoned by cultivation, thus it is established. The other party says that this aspect of form not contradicting intelligence is what should be established. If someone thinks that form is what should be abandoned by seeing, then how can they think that it does not contradict intelligence? The Vaibhashikas elaborately say that then the aggregates also arise from the corresponding mind. If the form that is aroused by the mind that should be abandoned by seeing is what should be abandoned by seeing, then its dependent aggregates should also be what should be abandoned by seeing. Why?
