Because it conforms to the words of the Sutra. Because they possess great power, they are rivers. In order to separate them later, they will carry those that possess them. Greatness and universal non-arising are bonds, either because they are connected with various sufferings, or through repeated connections. In order to closely grasp desire and so on, closely grasping and so on is said to be very good. Those universal bonds and so on are again explained in detail by way of classification. Those subtle latent tendencies themselves are again divided into five kinds and explained by way of universal bonds, fetters, subtle latent tendencies, near afflictions, and universal entanglements. Among them, there are nine universal bonds: attachment, anger, pride, ignorance, views, clinging, doubt, jealousy, and stinginess. Among them, the universal bond of attachment is the desire of the three realms. Similarly, others should also be bound accordingly. The universal bond of views is the three views. The universal bond of clinging is the two views. Therefore, for the dharmas that are similar to views, they possess the universal bond of attachment but not the universal bond of views. For this, there is no case where the subtle latent tendency of views increases, is there a view? It is said that there is. When the wisdom of the origin arises, when the wisdom of cessation has not arisen, the dharmas that are to be abandoned by the sight of cessation and the path, the views, clinging, and moral discipline, and asceticism are the same. Those are the objects of the universal bond of attachment, but not the universal bond of views, because the universal going is abandoned, and for those who are not universal going, because there is no universal bond of views. For those, the subtle latent tendencies of views will increase, only those views of clinging will increase in the same way, from then on. Also, why are the three views separate views among the universal bonds?

Answer: Because the substance and the grasping at the supreme are similar. The two views are other conforming bonds. The three supreme views are also eighteen substances, and the two views of grasping at the supreme are also only eighteen substances. Therefore, because the substances are the same, it is said that these two are distinguished by the conforming bond. These two are the nature of grasping at the supreme, and the rest are not. Because they are similar in grasping at the supreme, these two are also spoken of separately, because the grasped and the grasper are different. Again, why are jealousy and stinginess separately spoken of as two conforming bonds among the conforming bonds, and the other pervasive entanglements are not? Answer: Because the two become one, Due to the unwholesome independence, Jealousy and stinginess among those, Separate conforming bonds are spoken of as two. Because for whom the two, unwholesome and independent, become one, there is no other pervasive entanglement like that. Others say that because whose pervasive entanglements are eight, it will be like that, and whose are ten, then anger and concealment are also two kinds, therefore this is not an answer to this.

When a stream-enterer completely relies on the three fetters to abandon, thereby abandoning the six afflictions, why abandon the three views? If only the view of the perishable aggregate, the view of holding precepts and vows as supreme, and doubt are mentioned, it is because although all of these should be mentioned, three are spoken of in order to summarize the doors and roots. Afflictions are of three types: one, two, and four. These three encompass their doors. Furthermore, the view of clinging to extremes is completely contained by the view of the perishable aggregate, the view of holding views as supreme is completely contained by the view of holding precepts and vows as supreme, and wrong views are completely contained by doubt. Therefore, it is said that the roots are summarized. Others say: Unwillingness to go and the path being mistaken, having doubt about the path so much, obstructing the path to liberation, therefore three are taught. There are three obstacles to going to another place: unwillingness to go, the path being mistaken due to relying on other paths, and having doubt about the path. Similarly, there are also these three obstacles to going to liberation. For the view of the perishable aggregate, one becomes unwilling to go because of being afraid of liberation. For holding precepts and vows as supreme, the path becomes mistaken because of correctly relying on other paths. For doubt, one becomes doubtful about the path. Therefore, it is said that when the Blessed One teaches that a stream-enterer abandons those obstacles that obstruct the path to liberation, he only teaches the abandonment of three afflictions. Just as the Blessed One explained the five fetters that correspond to the lower part, similarly, there are also the five that correspond to the upper part. How so? The desire that arises from form and formlessness, the two of attachment, agitation, pride, and ignorance. This is to say that these are the five fetters that correspond to the upper part, namely, the desire for form, the desire for formlessness, agitation, pride, and ignorance. Because without abandoning them, one cannot transcend the upper realms. The chapter on fetters is complete.
