If one has transgressed in all the trainings, if someone asks, "Have you not done such a thing?" then answering in this way would be close to the truth, because lying would be too extreme. Therefore, in order to avoid lying, it is explained how one can remain honest even if one has transgressed. Furthermore, why is the enacted offense, rather than the basis of training here, not established as a focus? The enacted offense, starting from becoming intoxicated, is established. Why only from becoming intoxicated, and not from other aspects? This is to protect other aspects. If one drinks something that causes intoxication, other limbs will also not be protected. How does one know that drinking something that causes intoxication is an enacted offense? Because it lacks the characteristic of a naturally negative action. A naturally negative action can only be committed with a mind afflicted by disturbing emotions, whereas alcohol, as long as it does not cause intoxication, can be drunk with the wisdom of an antidote. If one knows what is intoxicating and drinks it, then that mind is afflicted. If one knows what is a temperature that does not cause intoxication and drinks it, then it is not afflicted. The Vinaya holders say that drinking what causes intoxication is a naturally negative action, because "How can a monk do menial work?" The attendant Ānanda said, "Except for naturally negative actions," the Blessed One said, and also did not allow the sick of the Śākya clan to drink what causes intoxication. Saying like this, "Monks, those who say I am the teacher should not drink what causes intoxication even with the tip of a blade of grass," therefore, it is clear that it is a naturally negative action. Just like killing and so on, because even when the noble ones pass away they do not do it, and also because it is said in the sutras that it is a bodily offense. The Dharma Abhidhamma masters say, it is not so, although the enacted offense is generally indicated for the sick, but in order to completely avoid the extreme of uncertain intoxication, the intoxicating substance is specifically indicated, therefore it is forbidden to drink with the tip of a blade of grass. It is precisely because of this that it is called a place of heedlessness here, but not elsewhere, because those places are inherently blameless. It is said that excessive indulgence leads to going to bad destinies, because in the meantime, the habit of unwholesomeness repeatedly arises, thereby obtaining the karma of being born into or entering bad destinies. What is the meaning of saying that grain-brewed alcohol and mixed alcohol become intoxicating and are called a place of heedlessness? Grain-brewed alcohol is a beverage brewed from food. Mixed alcohol is a beverage mixed from substances. They sometimes become or disappear as substances that cause intoxication, so they are called intoxicating. Grain-brewed alcohol and mixed alcohol are mentioned because things like barley, yogurt, and buckwheat also cause intoxication. Although it is a prescribed blamelessness, it is called a place of heedlessness in order to know the reason why it must be carefully abandoned because it becomes a place of all heedlessness. Then, from among these three, the Pratimoksha vow, meditative concentration, and the vow free from outflows, if one obtains one, does one also obtain the rest? No. Then, how is it? The vows of meditative concentration and freedom from outflows are all in the actual deed and time. The vows of meditative concentration and freedom from outflows are obtained only from the actual deed of the path of action, but not from the preparation and conclusion, let alone the prescribed blamelessness.
