From the beginning of the decline until people's lifespan reaches one hundred years, Buddhas will appear. Why not during the time of increase? Because at that time, beings are difficult to weary. Why not when the lifespan declines from one hundred years? Because at that time, the five degenerations are extremely severe, namely the degeneration of lifespan, the degeneration of time, the degeneration of afflictions, the degeneration of views, and the degeneration of beings. In the decline, lifespan and so on are all very inferior. Because it has become a degenerate age, it is called degeneration. Two of them will sequentially harm life and resources. Two will harm the merit of desires and one's own toil, or, in terms of householders or renunciates, will harm the aspect of virtue. One will harm the body. Because stature, appearance, health, strength, intelligence, memory, diligence, and stability decline. Furthermore, when do solitary Buddhas appear? Solitary Buddhas appear in both cases, both in the increase and in the decline. Solitary Buddhas are of two types: those who gather and practice, and those who are like rhinoceros horns. Among them, those who gather and practice are called self-victors who are preceded by the lineage of hearers. Some say that there are also those who are preceded by ordinary beings, who generate what is in accordance with the part that distinguishes other things, and say that in this life they themselves will manifestly and completely awaken to the path. They tell stories of the past, such as once upon a time on a mountain, when five hundred ascetics were tormented by fierce asceticism, they met a monkey who lived with a solitary Buddha, and the monkey showed them its way of life, so they attained the enlightenment of a solitary Buddha. If they were noble ones, they would not be tormented by fierce asceticism. Those who are like rhinoceros horns are those who live alone. Among those solitary Buddhas, the rhinoceros horn-like ones, through the cause of a hundred eons, practice the accumulations of enlightenment for a hundred great eons.

Therefore, they become like rhinoceroses. Because there is no teaching, they become Buddhas on their own, so they are Pratyekabuddhas. They tame themselves, not others. What is the reason for this? It is not that they do not preach the Dharma because they have attained their own correct view. They remember the teachings of the Buddhas of the past, so they also preach the Dharma. It is not because they have no compassion, but because they show miracles for the benefit of all sentient beings. It is not because sentient beings have no merit, because there are those who are free from desire through the worldly path. So, why is this? Because of past habits, they are fond of begging, so they are not happy to let sentient beings uphold the profound Dharma. It is difficult to turn those who go to the constant path away from the constant path. Because they are afraid of distraction and noise, they avoid taking retinues. When will the Chakravartins appear? The appearance of the Chakravartins will not exceed eighty thousand. From the immeasurable life of people to eighty thousand years, the Chakravartins will appear. It will not be shorter, because a life shorter than that is not a vessel for perfection. They are the ones with the Chakravartin's reign and rituals, so they are the Chakravartins. They are also of four kinds: gold, silver, copper, and iron wheels. Whoever has the wheels of gold, silver, copper, and iron. The first of these is the best. The second is the next best. The third is the middle. The fourth is the worst. They rule one continent, two continents, three continents, and four continents in order. Whoever has the iron wheel is the master of one continent. Whoever has the copper wheel is the master of two continents. Whoever has the silver wheel is the master of three continents. Whoever has the gold wheel rules the four continents. This is declared from imputation. In the Sutra Pitaka, because the main part is mentioned, the king, the royal lineage, the one who is crowned from the head, performs the Uposatha on the fifteenth day.

At that very time, having washed his head and observed the Uposatha, on the top of the palace, surrounded by a host of ministers, from the east appeared a precious wheel with a thousand spokes, with a hub, with a rim, completely perfect in every aspect, beautiful, not made by craftsmen, all divine substances turning into the nature of gold, that is the king of the wheel-turning kings, only one golden wheel was spoken of. Those wheel-turning kings appear in this way: like two non-simultaneous Buddhas. The sutra says that it is impossible and there is no opportunity for two Tathagatas, Arhats, Perfectly Enlightened Ones to appear in the world without precedence. This is impossible. Where one is, the other is. Just as the Tathagatas are, so are the wheel-turners. Here, this should be examined: Is this three-thousandfold great thousand world considered the world, or is it all the worlds? Some say that other Buddhas will not appear. Why? Because the power of the Bhagavan would be obstructed. The Bhagavan alone acts in all places. Where the Bhagavan alone does not tame those to be tamed, others will not tame them either. The sutra also says: Shariputra, if someone comes to you and says this: 'Now, whether a bhikshu or a brahmin, like the Shramana Gautama, wanting to attain perfect enlightenment, are there any who are equal or similar?' If asked in this way, how would you answer? Venerable, if someone comes to me and asks this, I should answer thus: 'Now, whether a bhikshu or a brahmin, there is no one equal or similar to the Bhagavan.' Venerable, why is that? Because it is impossible and there is no opportunity for two Tathagatas, Arhats, Perfectly Enlightened Ones to appear in the world without precedence. This is impossible, this is what I heard from the Bhagavan.
