Because he has cultivated, practiced, and extensively developed the perception of harmlessness, the realm of harmlessness, and the discrimination of harmlessness; he has not cultivated, practiced, or extensively developed the perception of harmfulness, the realm of harmfulness, and the discrimination of harmfulness. Furthermore, he has cultivated, practiced, and extensively developed the Samadhi of loving-kindness, and has not cultivated, practiced, or extensively developed non-abiding defilements. Moreover, he has cultivated, practiced, and extensively developed the nine successive cessations of suffering, and has not cultivated, practiced, or extensively developed the basis of the nine successive cessations of suffering. Furthermore, he has cultivated, practiced, and extensively developed guarding the doors of the senses, and has not cultivated, practiced, or extensively developed not guarding the doors of the senses; similarly, he is diligent in knowing the measure of food, in the upper part of the night, in the lower part of the night, he strives not to sleep, he is diligent in the practice of calming abiding, he is diligent in the practice of higher seeing, he has cultivated, practiced, and extensively developed appropriate attention, and has not cultivated, practiced, or extensively developed inappropriate attention. Furthermore, among those beings who are not heavily influenced by anger, who are those who die and are reborn near death? For example, hermits, renunciates, householders, and gods who dwell in the realms of form and formlessness. Therefore, one will not become heavily influenced by anger. Why will one not become heavily influenced by delusion? The answer is: because he has cultivated, practiced, and extensively developed the root of virtue without delusion, and has not cultivated, practiced, or extensively developed the root of non-virtue with delusion. Moreover, he has cultivated, practiced, and extensively developed the perception of non-harm, the realm of non-harm, and non-harm.
