Furthermore, if born into a poor household, one will be reproached. Why doesn't a Bodhisattva get born among people in border areas, thieves, barbarians? It is said: People in border areas lack discipline and views, therefore, they and the Bodhisattva will become the same. As the ripening manifests and approaches, that will definitely be born in a great country. There, beings will become powerful and famous, and one will meet beings with sharp and pure faculties. Why do the people of Uttarakuru have no attachment or complete attachment? Because their pleasures are many and equal, and their land is vast and pleasant. Why doesn't a Bodhisattva take birth among the gods who enjoy desire? The answer is: There it will become a dharma that tends towards complete Nirvana, and the Brahmacharya will become one-sided. Like this, the fourfold assembly from the assembly of monks to the laywomen will disappear, and the Brahmacharya cannot be promoted, and cannot be correctly obtained from many great beings to other gods who enjoy desire.
