For example, a Chakravartin king or a Tathagata, Arhat, Samyaksambuddha is guarded by hundreds and thousands, tens of thousands (of protectors). Similarly, those beings who are known to be powerful, virtuous, and majestic are guarded by hundreds and thousands, tens of thousands (of protectors). Here it is asked: If all beings are accompanied by protectors, and are guarded, protected, and sheltered, never separated, then why does harm occur? It is said: If the protector is weak, then when it is suppressed, harm occurs. If the protector is careless and remains in a state of carelessness, then due to the cause of carelessness, various harms also occur. Two protectors colluding together can also suppress and cause harm. If people behave contrary to Dharma and do unreasonable things, then due to their behaving contrary to Dharma and doing unreasonable things, harm also occurs. 《Establishment of the World》, Chapter Three. The protection of humans by the gods of the Thirty-Three is as follows: main roads, streets, crossroads, three-way intersections, spice shops, flower garland shops, places where goods are displayed, beverage shops, places where people are constantly intoxicated, and places designated as slaughterhouses. On the eighth day of each half-month, the servants of the Four Great Kings patrol the main roads, streets, crossroads, three-way intersections, spice shops, flower garland shops, places where goods are displayed, beverage shops, places where people are constantly intoxicated, and slaughterhouses, checking who is there.
