By combining the retinue as it is, one should recognize it as being appropriate. This is the fifth quality of speech, which is fully shown by the phrase "being appropriate." Combining the retinue as it is, that is, from the talks of giving, etc., whichever talk is to be tamed, it should be tamed by the combination of that talk. Due to possessing immeasurable courage, one should recognize it as being vast. This is also the sixth quality of speech, which is fully shown by the phrase "truly gathering with possessing vastness, those are unobstructed." The detailed explanation of the phrase "empowering the city of Nirvana" is that since Nirvana itself is the city, this speech is empowering the city of Nirvana, therefore this is empowering the city of Nirvana, that is, a synonym for relying on the city of Nirvana. Its entity is the empowerment of the city of Nirvana itself. The reason for being skilled in land is vastness, and the reason for being skilled in means is that it is completely inexhaustible. Among them, vastness is having many words. Skillful means is that the words, sentences, and letters are related. The words being completely inexhaustible is that they are completely inexhaustible. This, called having eight kinds of words, is this. In short, with aspects such as empowering the city of Nirvana, if summarized, it should be known to have three qualities. How is it done? Empowerment itself is because of empowering the city of Nirvana, in one way, that is, the word "city of speech," it should be known to have the first quality. Nature itself is in two ways, being pleasant and clear, these two, it should be known to have the second quality. What is the nature of this? It is gentleness. Combination itself is with the remaining various ways, that is, to be known, and so on. How should the combiner know, be worthy of hearing and obtaining, and not rely on the desire for reverence and chapters, without inconsistency, and completely inexhaustible, that kind of combination is combination, with the remaining various ways, it should be known to have three qualities. Then, the venerable one teaches the Dharma to the many monks who have gathered and assembled in the place of offering, with a clear and pleasant voice, as well as clarity, being knowable, worthy of hearing, not relying, without inconsistency, and completely inexhaustible, and those monks respect, regard as a teacher, cherish, remember, with one mind, listen and think with all their minds, and then listen to the Dharma, this is called a fragment of the Sutra.
