Because it is unwavering and is the place of equal abiding, it is said to be unwavering. Due to ignorance, meritorious and non-meritorious deeds, as well as unwavering formations, how do these, the meritorious and non-meritorious, and the unwavering formations, arise from the cause of ignorance? There are two kinds of ignorance: ignorance of the ripening of fruit and ignorance of the true meaning. Ignorance of the ripening of fruit gives rise to unwholesome formations. Ignorance of the true meaning gives rise to merit and unwavering. Among these, ignorance of the ripening of fruit gives rise to unwholesome formations, because if they are not entirely afflicted, then when ignorance exists, there is no opportunity for the correct view of manifest faith in the ripening of fruit. Ignorance of the true meaning gives rise to merit and unwavering, wherein the true meaning refers to the four noble truths of the noble ones. If one is ignorant of these, even if there is a virtuous mind, those who have not seen the truth will be connected with latent tendencies. Because of this, they do not fully understand that the three realms are truly suffering, and therefore they arouse meritorious and unwavering formations that become the cause of rebirth. Those who have seen the truth are not like that, because they do not have ignorance of the true meaning. Therefore, it is said that they arise from that cause. Killing is combined with attachment, hatred, and delusion, and hatred brings it to completion. Just as killing is, so are harsh speech and harmful intent. Among these, desiring meat and other desires is combined with attachment. Retaliation against the angry is due to hatred. Offering sacrifices is combined with delusion. Hatred brings it to completion, because it is impossible to kill sentient beings without a lack of compassion. Similarly, harsh speech and so on should also be combined according to the situation. Taking what is not given is combined with attachment, hatred, and delusion.
