Speaking of offenses with truth and expanding on non-offenses with untruth. That is, merely from the moment of non-realization to realization, it does not cause an offense, and for cases where no offense has occurred, monks should not discuss based on seeing, hearing, or doubt. In this way, that dispute will be pacified. Monks see that a monk is committing an offense, and the offense that has already occurred, that person will forget. Those who have seen it, if they have not forgotten, when the basis asks, "Does he remember the offense?" if he says, "I don't remember," then it is not appropriate to have him confess in a state of not remembering, and if he does not separately confess what others have said, he will not be without regret. Therefore, let him trust others and request complete purification in the manner called "taming the monk with mindfulness," and the Sangha should also say that those monks trust him and are completely purified. In this way, that dispute will be pacified, and he will be without regret, and the Sangha will no longer discuss based on that basis. If a monk becomes foolish due to mental disturbance, etc., and engages in many actions that are inconsistent with the behavior of a monk, then for him, although there is no offense in principle, some people do not understand that he has no offense, so they should not discuss it untruthfully like this. Monks, in order to prevent him from making mistakes in the future, should teach and remind him to rely on his own mind and request taming from the Sangha without being insane. He should also request taming after hearing those words. The Sangha should also say that this person has no offense. The Sangha dwells in harmony and should say that they are completely pure. 如果有人说:“不是这样做的吗?”而对方也完全明白确实是这样做的,但说话的人却自以为是地说:“即使那是堕落,说话的时候也没有堕落。”如果这样说,僧团应该追究他到底有没有堕落的本质,并且如实回答。这样,争端就能平息。在任何地方,如果众多比丘因为怀疑发生堕落而争论说:“有堕落!”“没有堕落!”“是重罪!”“是轻罪!”那么,应该以其他地方广博而众多的论典,以及比这些更精通的经部、律部和持母(Matrika)来教导他们。这样,争端最终就能平息。如果比丘发生堕落,因为自己被后悔所缠绕而阻止别人谈论,或者因为害怕别人谈论而如法地忏悔,那么争端就能平息。如果众多比丘互相谈论对方的堕落,而且他们都被傲慢所征服,不愿互相和解,变得分散和分离,各自为政。一方想:“这些人不向我们和解,我们为什么要向他们忏悔呢?”另一方也这样想,再一方也这样想。在这种情况下,应该让双方都信任的主要人物去另一方,让他们跟随那些人忏悔堕落。这样,争端就能平息。总而言之,争端有四种,平息争端也有四种。四种争端是什么呢?被别人谈论而引起的争端,互相怀疑而引起的争端,自己谈论而引起的争端,互相谈论而引起的争端。四种平息争端的方法是什么呢?向僧团坦白所犯的堕落而平息争端,通过完全清净的布施而平息争端。

If someone says, "Wasn't it done this way?" and the other person fully understands that it was done that way, but the speaker presumptuously says, "Even if that is a downfall, there is no downfall at the time of speaking," then the Sangha should investigate whether or not there is a downfall in that basis, and should also give a correct answer accordingly. In that way, that dispute will be pacified. In any place, if many monks, based on the suspicion that a downfall has occurred, argue, "There is a downfall!" "There is no downfall!" "It is a heavy offense!" "It is a light offense!" then they should be taught by those who are extensive and numerous in other places, and by those who are most proficient in the Sutra Pitaka, the Vinaya Pitaka, and the Matrika. In that way, that dispute will eventually be pacified. If a monk has a downfall, and because he is completely entangled by regret, he prevents others from speaking about it, or because he fears that others will speak about it, he confesses according to the Dharma, then that dispute will be pacified. If many monks talk about each other's downfalls, and they are all completely overcome by pride, and they do not want to reconcile with each other, and they become scattered and separated, and one side thinks, "These people do not reconcile with us, why should we confess to them?" and the other side thinks the same way, and another side thinks the same way, then in that case, the two people who are trusted by both sides should go to the other side, and they should confess those downfalls following those people. In that way, that dispute will be pacified. In short, there are four kinds of disputes, and there are four kinds of pacifications of those disputes. What are the four kinds of disputes? Disputes caused by being talked about by others, disputes caused by mutual doubt, disputes caused by talking about oneself, and disputes caused by talking about each other. What are the four kinds of pacifications? Pacifying disputes by showing the intended downfall to the Sangha, and pacifying disputes by giving with complete purity.
