Those two are also heavy and unsuitable for complete enjoyment, and the virtues will also completely decline. Therefore, those with physical defects should not receive full ordination. Hermaphrodites and those born with impaired sexual function should also not receive full ordination, and the reason for this should be understood as the same as previously stated. Hermaphrodites can be divided into three types: complete hermaphrodites, partial hermaphrodites, and those with impaired sexual function. Among them, those who are born without male sexual organs are called complete hermaphrodites. Those who sometimes experience male sexual desire, are sometimes humiliated by others, or see others engaging in impure conduct and practicing the law of lust, thereby generating male sexual desire, are called partial hermaphrodites. Those whose previously possessed male sexual organs are cut off by swords or other means, or due to injury from disease, poison, fire, secret mantras, etc., and who no longer experience male sexual desire after being cut off, are called hermaphrodites with impaired sexual function. Among them, the first type of hermaphrodite is both a hermaphrodite and born with impaired sexual function. The second type is only a hermaphrodite, not born with impaired sexual function. The third type, if others do not humiliate themselves, then they are only born with impaired sexual function, not a hermaphrodite. If they are humiliated, then it should be said that they are born with impaired sexual function and are hermaphrodites. Those who commit the five heinous crimes, slander nuns, heretics, those who live by theft, those who live in different places, and those who should not live, should not receive full ordination because they are those whose virtues have declined. Because these people use the great defiled Dharma of shamelessness and immodesty to make the white Dharma of knowing shame and having modesty extremely thin and weak. Those who have been demoted by the king, those who harm the king, those who do things that are not in accordance with the king, those who owe debts, slaves, those who have been plundered, those who have disputes, those who have been slandered, and those who are not allowed by their parents should not receive full ordination because they are under the control of others. Beggars, because they follow others...

One should not grant full ordination. Why is that? Because it is a Naga who has transformed in order to receive the teachings. It transforms into the body of a Bhikshu to seek full ordination. If that Naga were to receive full ordination, then if that Bhikshu were to fall asleep, he would remain in his own form. The protector of the monastery or the lay practitioners would come to him without hesitation, thinking he was a Bhikshu. If they saw an unpleasant form, they would think, "All Bhikshus are non-human, who would offer alms and serve them?" Thus, they would generate hatred towards all Bhikshus and obtain sinful views. Therefore, in order to protect others, one should not grant them full ordination either. Thus, without a Karmacharya, without an Upadhyaya, and without a Sangha abiding in the Vinaya, except for those without numerical limitations, one cannot receive Bhikshu ordination due to these six reasons. What causes prevent one from taking the vows of a lay devotee? In short, there are two causes: the deterioration of intention and the impairment of the male organ. Among these, the deterioration of intention means that one should understand that one cannot take the vows at all in any situation. The impairment of the male organ means that even if one has taken the vows, one should not be called a lay devotee due to the reasons stated earlier. One should understand that the vows of a lay practitioner cannot be taken solely due to the deterioration of intention. Those who vow to properly take the vows of a lay practitioner in order to follow others or for gain and honor do not have the intention to take the vows. Therefore, one should know that this is the deterioration of their intention. Since there are no causes for not taking the vows as previously stated, one should understand that one can take the vows as previously stated. Then, what causes one to abandon the Bhikshu vows even after taking them? In short, there are five causes: abandoning the training, especially engaging in root downfalls, the disappearance of the (sexual) characteristics and the arising of both sexes, the cutting off of the roots of virtue, and abandoning one's own kind, which also causes one to abandon the Bhikshu vows that have been taken. The noble Dharma.
