Then, having been instructed to lay down a seat, one should sit with conduct that accords with the rules. If one wishes to fully understand how to speak in such a way, one should fully understand speaking at the proper time, with reason, moderately, peacefully, and respectfully. There are three times: wanting to listen and not not wanting to listen. Among these, not wanting to listen is: for example, some here are hungry or thirsty, or their bodies are exhausted, sluggish, or completely tormented by wind and sun. That is the first time. One does not abide by the conduct of a place of conduct that is not conduct. Some here want to listen, but abide because it is not conduct. Among these, not being conduct is: one should not stand and teach the Dharma to those who are sitting, as stated in the Pratimoksha Sutra. That is the second time. One possesses a mind that is not afflicted, but not one that is afflicted. Among these, an afflicted mind is: for example, being very diligent in matters of relationships or urgent affairs, or being disturbed, angered, or becoming turbid by slaves, workers, killing, refutation, or enemies. That is the third time. There are also three reasons: requesting when it is appropriate to request, requesting moderately, and when speaking, speaking words of Dharma that are meaningful. Moderation should also be understood in three ways: not being confused, teaching the Dharma without being distracted by the combination of words and letters, and not speaking repetitively. If one does not even say a single superfluous or meaningless word, what need is there to say many? Among these, there are also three kinds of peace: peaceful conduct, peaceful sound, and peaceful mind. Among these, peaceful conduct is: speaking with the senses completely calmed, not moving, not being rough, and not changing limbs and details. Among these, peaceful sound is: not being too loud and uttering words without haste. Among these, peaceful mind is: speaking without being agitated even when harmed, harm
