When bad times occur, sentient beings are unwilling to learn many minor precepts, those who have not entered do not enter, and those who have entered become lazy. Abandoning the austere life means that when the bad times of the end of the age of strife occur, monks live an austere life because of the minor precepts. Establishing karma means that the ten karmas should be deeply understood by five types of people. What are the ten karmas? What is the establishment of training as impure? The establishment of training does not conform to the Sutra Pitaka, nor does it conform to the Vinaya Pitaka, nor does it conform to the Dharma nature. Among them, not conforming to the Dharma nature means: causing non-virtuous dharmas to increase, while causing virtuous dharmas to completely decline. What is the establishment of offenses as impure? It is like this: some people here establish offenses as non-offenses, and establish non-offenses as offenses. What is the establishment of definite arising as impure? It is like this: some people here establish non-definite arising as definite arising, and establish definite arising as non-definite arising. What is the establishment of negligence as impure? It is like this: some people here establish non-negligence as negligence, and establish negligence as non-negligence. What is the establishment of actions as impure? It is like this: some people here establish non-Dharma actions as Dharma actions, and establish Dharma actions as non-Dharma actions. Apart from the forty cases, if a monk tells, shows, or explains in detail to others the decline of discipline, the decline of views, the decline of rituals, and the decline of livelihood, then it should be said that this is an impure telling. What are the forty cases? Wanting to slander or steal the Buddha Jewel, treating the Dharma Jewel and the Sangha Jewel in the same way as the Buddha Jewel, or seeing, hearing, or suspecting that the aspects of the decline of discipline, views, rituals, and livelihood are increasing, expanding, and spreading, or seeing, hearing, or suspecting that the decline of discipline, views, rituals, and livelihood are propagating non-Dharma, the decline of discipline
