Among these, determination to arise through harm is: if, due to harm, suffering, and severe illness, one practices other dharmas that are not in accordance with the place of transgression, except for dharmas that are naturally blameworthy, then, solely through harm, determination to arise, that is his determination to arise through harm. Among these, determination to arise through obstacles is: if, after seeing an obstacle to life or an obstacle to pure conduct, any small transgression occurs that is in accordance with the place of transgression, then, solely through obstacles, determination to arise, that is his determination to arise through obstacles. It will definitely occur through confession in this way: Here, some people commit a downfall, that is, a downfall with remnants from the five downfalls, and in front of those skilled in practicing pure conduct, they confess, reveal, and restore it according to the Dharma with the secret of discipline. The so-called minor downfall refers to those other than those that are inherently blameworthy. Establishing allowances should also be deeply understood through five situations: complete purification, avoiding discord, introducing great individuals with great meaning, causing the doctrine to flourish, and avoiding difficult living. Complete purification is this: If Arhats become a Sangha of those who have accomplished their tasks, then all of their minor bases of training should be understood as having become allowed through complete purification.
