And, to crave sin, and not to commit sin, that should be regarded as a middling person. Whoever does not crave sin and does not commit sin should be regarded as a superior person. Furthermore, there are three kinds of kings. What three? Indulging in the enjoyment of desires, indulging in activities, and indulging in Dharma. Among them, the first is an inferior person. The second is a middling person. The third is a superior person. Furthermore, there are three kinds of people. What three? Making what is not work one's own work, making work one's own work, and making the work of others one's own work. Among them, a person who lives by sinful conduct is called a person who makes what is not work one's own work. Whoever fears sinful conduct and properly takes up virtuous conduct and abides in it is called one who makes work one's own work. A Bodhisattva should be regarded as one who makes the work of others one's own work. Among them, the first person is an inferior person. The second is a middling person. The third should be regarded as a superior person. These three are the perfections of a king: the perfection of ripening, the perfection of manly strength, and the perfection of merit. A king who is born into a wealthy family, is long-lived, has few illnesses, is famous for his power, is docile, and possesses innate wisdom is called his perfection of ripening. A king who is always constantly endowed with the perfection of accomplishment that is completely mastered by skillful means is called his perfection of manly strength. A king who possesses Dharma, delights in Dharma, abides in Dharma, and together with his retinue of queens, young men, advisors, market leaders, townspeople, and villagers, gives alms, performs meritorious deeds, abides in fasting, and properly takes up and abides in the precepts is called his perfection of merit. Those with a complete retinue enjoy the fruits of past virtuous actions. Those with complete masculine prowess enjoy the fruits of desires in this very life. Those with complete merit will also enjoy the complete fruition of virtuous actions in the future. Those who lack all three perfections are the lowest of people. Those who have complete maturation, or complete masculine prowess, or both, are middling people. Those who have all three perfections are the best of people. There are three types of people who enjoy the king's garden: those who are respectful but lack ability and wisdom; those who are respectful and capable but lack wisdom; and those who are respectful, capable, and wise. The first is the lowest type of person. The second is the middling type of person. The third is the best type of person. One who lacks respect, ability, and wisdom should be known as even lower than the lowest. There are four types of speech: that which is unpleasant but is considered pleasant; that which is pleasant but is considered unpleasant; that which is unpleasant and is considered unpleasant; and that which is pleasant and is considered pleasant. Speech and letters that are gentle and pleasant but inappropriate are the first type. Speech and letters that are harsh but appropriate are the second type. Speech and letters that are harsh and inappropriate are the third type. Speech and letters that are gentle, pleasant, and appropriate are the fourth type. Among these, those who speak unpleasant words that are considered unpleasant, and those who speak unpleasant words that are considered pleasant, are the lowest type of person. Those who speak pleasant words that are considered unpleasant are the middling type of person. Those who speak pleasant words that are considered pleasant are the best type of person. There are three ways to enjoy desires: to enjoy desires in a way that is not in accordance with Dharma, to enjoy them casually, and to accomplish them properly, but without being able to satisfy oneself with comfort and ease.
