不会完全从今生的利益中丧失。凭借另一种方便之门,也不会完全从来世的利益中丧失。诸国王所欲之法是什么呢?国王的欲望、痛苦、喜悦和令人满意的法有五种,是哪五种呢?令众生喜悦,成为权力的主人,降伏敌人,对身体有益,前往善趣,这五种是国王的欲望、痛苦、喜悦和令人满意的法。什么是引出欲望的法呢?这五种是引出国王欲望的法,是哪五种呢?完全守护众生,能够成办,善于方便,善于享用国土,行持正法。国王如何守护众生呢?对此,国王首先知足,不被邪恶的贪欲所缠绕,拥有积累财富的良好途径,因此无论如何都希望财富增多,但不完全寻求和获取,此外,国王不贪婪,具有无贪的白色之法,尽其所能从自己的仓库中取出自己的财物,施舍给无财、缺乏享受的人,此外,国王具有忍耐和宽容,用柔和的语言与村民们交谈,并给予他们及时的享受和生活分配,不委派他们不能胜任的工作,不委派他们恶劣的工作,不委派他们过于繁重的工作,容忍他们应被容忍的过错和违规,对于不应被容忍的真实过错和违规,也及时地施加与过错相符的刑罚,这样国王才能很好地守护众生。如果正确地接受并良好地运用这种对众生的良好守护,那么,

One will not be completely lost from the benefit of this life. By another means of access, one will not be completely lost from the benefit of the future life. What are the desired qualities of kings? These are the five qualities that kings desire, suffer, rejoice in, and find pleasing: making beings happy, being the master of power, subduing enemies, benefiting the body, and going to a good rebirth. These five are the qualities that kings desire, suffer, rejoice in, and find pleasing. What are the qualities that lead to desire? These five are the qualities that lead to the desire of kings: completely protecting beings, being able to accomplish, being skilled in means, fully enjoying the land, and practicing Dharma. How does a king protect beings? In this case, the king is content with only the first, is not entangled by wrong desire, and because there is a good way to accumulate wealth, he desires to increase and expand enjoyment, but does not completely seek or acquire it. Furthermore, the king does not covet, possesses the white Dharma without attachment, and to the best of his ability, takes out his own wealth from his own treasury and storehouse and gives it to those who are without wealth and lack enjoyment. Furthermore, the king is patient and tolerant, and speaks to the villagers with gentle words, and gives them timely distributions of enjoyment and livelihood, does not appoint them to tasks they cannot do, does not appoint them to bad tasks, does not appoint them to tasks that are too great, and tolerates their faults and transgressions that are worthy of tolerance. Those faults and transgressions that are true and not worthy of tolerance are also punished in accordance with the fault in due course. In this way, the king protects beings well. 九者随后欢喜。能成办者为何?于此,国王贤明,且不懒惰,是能成办者。未至者令至,已至者则守护,从事业的广大范围施用起,如前一样,直至不甚卷入头衔和装饰的过失写作之间,勤于遍察民众的习俗和非习俗的行径,应以惩罚制裁者也善以惩罚制裁,应施加利益者也施加利益,如是则国王是能成办者。如是,此能成办者若如实受持并善加行用,则将成为权势之主。善巧方便者为何?于此,国王应作悦意之事,仅将悦意施用于成办的要事上,从广大如前一样,直至应遍取具力之方,亦仅为遍取具力之方而施用于成办之事,如是则国王是善巧方便者。如是,善巧方便者若如实受持,善加行用,则将战胜敌人。于国土善妙受用者为何?于此,国王衡量诸受用的聚集和安置,既不太小,也不太大,而是以适度的方式生活,且具有广大的受用,具有各种各样的受用,具有在时节之际如是依赖的受用,具有眷属,具有仆从眷属的受用,具有优良住所的受用,具有舞蹈、歌唱、乐器和音乐的受用,具有无罪的受用。其中,无罪的受用是这样的:在被疾病侵袭和损害时,食用适宜之物,并完全舍弃不适宜之物,在安乐居住时,也是消化后才食用,未消化则不食用,一起食用者聚集而分发时,驱逐并施舍他人。

The ninth is to rejoice afterwards. What is the one who can accomplish? Here, the king is wise, and without laziness, he is the one who can accomplish. He causes those who have not arrived to arrive, and protects those who have arrived. From applying to the vast scope of affairs, as before, until not being deeply involved in the faults of writing titles and decorations, diligently examining the customs of the people and the non-customary behaviors, those who deserve to be punished with penalties are also well punished with penalties, and those who deserve to be benefited are also benefited. Thus, the king is the one who can accomplish. Thus, if this one who can accomplish is truly embraced and well practiced, he will become the lord of power. What is the one who is skillful in means? Here, the king should do what is pleasing, and only apply what is pleasing to the important matters of accomplishment. From the vastness as before, until the side with power should be completely taken, it is also only applied to the matter of accomplishment in order to completely take the side with power. Thus, the king is the one who is skillful in means. Thus, if the one who is skillful in means is truly embraced and well practiced, he will conquer the enemy. What is the one who enjoys the country well? Here, the king measures the gathering and placement of all enjoyments, neither too small nor too large, but lives in a moderate way, and has great enjoyment, has various kinds of enjoyment, has enjoyment that is relied upon as it is at the time of the seasons, has retinue, has enjoyment with servant retinue, has enjoyment of good dwellings, has enjoyment with dance, song, musical instruments and music, and has enjoyment without fault. Among them, enjoyment without fault is like this: when afflicted and harmed by illness, eating what is suitable and completely abandoning what is unsuitable, and when living in comfort, eating only after digestion, not eating without digestion, and when those who eat together gather and distribute, expelling and giving to others.
