. He is not violent in secret, nor is he obviously violent, nor is he violent for a short time, nor is he violent for a long time. Thus, the king's nature is not violent. How is it that the part of contention is small? Here, even if the cooks commit great offenses and great violations, the king will not completely separate them from their enjoyments, nor will he separate them from their wives, nor will he punish them with extreme penalties, but will punish them with penalties that are in accordance with their offenses. In this way, the king is one who has a small part of contention. How is it that the reward is great? Here, the king has a joyful mind and a satisfied mind towards the cooks who serve him well with respect and reverence, and at all times he speaks gentle words well and completely. The distribution of enjoyments and the distribution of livelihoods are neither reduced, nor increased, nor deceived, nor disappointed, but are given completely. It is easy to satisfy them, and it is not difficult to satisfy them. In this way, the king is one who has a great reward. How is it that he listens to the words of the virtuous? Here, the king listens to the words of those who do not consider themselves wise, who have no greed, who are not partial, who know the rules, who do not harbor resentment, and who possess the Dharma, and he puts his mind to doing them. Therefore, those things will increase, enjoyments will increase, fame will increase, and the Dharma will increase. In this way, the king is one who listens to the words of the virtuous. How is it that he acts after investigation and possesses the law? Here, the king harmoniously appoints the cooks, completely appoints them, separately investigates, and comprehensively investigates. In those aspects of matters that are most trustworthy, he does not appoint cooks who are not suitable for appointment, and he appoints those who are suitable for appointment. In those aspects, he replaces cooks who are suitable for replacement, and he does not replace those who are not suitable for replacement.
