I, do not abide in the practice of Uposatha, nor do I engage in properly taking vows. Thus, the king does not attend to the Dharma. How is it that he does not discern distinctions and does not appreciate what has been done? Here, the king's mind is perverted with regard to his attendants, advisors, ministers, and counselors. Therefore, he does not discern their distinctions in terms of respect, nor does he discern their distinctions in terms of ability and knowledge. Because he does not discern distinctions in this way, he perceives those attendants who lack respect as possessing respect, and those who possess respect as lacking respect. He perceives those who lack ability as possessing ability, and those who possess ability as lacking ability. He perceives those who are foolish as possessing wisdom, and those who possess wisdom as being foolish. Thus, because his mind is perverted, he honors, reveres as a guru, emulates, and makes offerings to those attendants who lack respect, those who lack ability, and those who are foolish. But he despises those who possess respect, those who possess ability, and those who possess wisdom. Even those attendants who have served him for a long time, who have been diligent in their service, and who have become old and infirm, he despises in terms of service once he recognizes that they are powerless, weak, and lack skill. He despises them in terms of the distribution of wealth and the provision of livelihood, and he ignores them even when they are despised by others. Thus, the king does not discern distinctions and does not appreciate what has been done. How is it that he is excessively intoxicated and behaves with complete recklessness? Here, the king is completely filled and endowed with the five desirable qualities, and so he indulges in pleasure, rejoices, and enjoys himself, and he does not diligently attend to affairs and the sustenance of his attendants at all times. Even with great wealth and many attendants, one is not worthy of refuge, nor is one worthy of approaching. Great king, the first of those faults of a king is the fault of lineage. The other nine faults should be recognized as the faults of the king's own nature. What are the qualities of a king? Great king, these ten are the qualities of a king. If one possesses these qualities, even if the king does not have great wealth, nor a great foundation, nor many attendants, he is worthy of refuge and worthy of approaching. What are the ten? Noble lineage. Having autonomy. Not being violent by nature. Not having a great tendency to quarrel. Giving great rewards. Listening to the words of the holy ones. Acting after investigation and possessing Dharma. Observing the Dharma. Knowing the distinctions and repaying kindness. Not being extremely intoxicated and not acting completely without restraint. How is one of noble lineage? Being of a similar royal lineage, or born into a high family, or born as a similar son. This is how one is of noble lineage. How does one have autonomy? The king's affairs should be done, and the servants should be supported, and one should be able to freely engage in playing, rejoicing, or indulging in the five objects of desire, and one should also respect the words of the servants, the wise, the ministers, and the advisors. This is how one has autonomy. How is one not violent by nature? In this case, even if the king's servants do something unpleasant in some matter, he is naturally tolerant of the servants, does not openly criticize, does not speak harsh words, does not do evil, does not quarrel, does not harm, does not dwell in remote places, does not universally incite quarrels, nor is it so in secret, nor does he reveal the appearance of being entangled by quarrels in his heart, and he does not generate and hold onto thoughts of resentment and thoughts of quarrel for a long time, nor is he openly violent.
