因此心中想道:我应当全部禀告。于是向世尊禀告此事。世尊,国王的过失和国王的功德究竟是什么?如此请问之后,世尊对跋娑国的国王善明如此说道:大国王,因此你应当知道国王的过失,也应当知道国王的功德。国王应当知道衰败之门,也应当知道方便之门,应当知道欲望之法,也应当知道引导欲望之法。那么,国王的过失是什么呢?这十种大国王的过失是国王的过失。与这些过失相应,国王即使拥有巨大的财富和深厚的根基,以及众多的眷属,也不是值得依赖的,也不是可以作为依靠的。这十种是什么呢?种族不尊贵,没有自主权,天性凶暴,争斗心强,赏赐微薄,听信恶人之言,不加考察而行事,不符合法度,不重视正法,不明辨是非,不感恩图报,过度沉迷于享乐,行为放荡不羁。 如何算是种族不尊贵呢?在此,国王并非出生于极其低贱的国王种姓,而是生为奴隶之子,或生为异类之子,或生为弄臣、智者、大臣、谋士之子,这样就是种族不尊贵。 如何算是没有自主权呢?在此,国王被弄臣、智者、大臣、谋士等人以各种手段摆布,他们自行处理事务,供养弄臣,随心所欲地享受五欲之乐,国王无法随意行事,这样就是国王没有自主权。 如何算是天性凶暴呢?在此,国王因为一些小事就对弄臣或其他人生起不悦之情。

Therefore, the thought arose in my mind: I should report everything. Then, I reported this matter to the Blessed One. Blessed One, what exactly are the faults of a king and the merits of a king? After asking this, the Blessed One spoke to King Shànmíng of the Bhasa country as follows: Great King, therefore you should know the faults of a king, and you should also know the merits of a king. A king should know the gates of decline, and should also know the gates of skillful means, should know the Dharma of desire, and should also know the Dharma that leads to desire. So, what are the faults of a king? These ten great faults of a king are the faults of a king. Corresponding to these faults, even if a king possesses great wealth and deep foundations, as well as many retinues, he is not worthy of reliance, nor can he be relied upon. What are these ten? Of ignoble lineage, without autonomy, naturally violent, prone to strife, meager in rewards, listening to the words of evil people, acting without investigation, not conforming to the Dharma, not valuing the Dharma, not distinguishing right from wrong, ungrateful, excessively indulging in pleasure, and behaving licentiously. How is one of ignoble lineage? Here, the king is not born into an extremely low kingly lineage, but is born as the son of a slave, or born as the son of a different kind, or born as the son of a jester, wise man, minister, or advisor, this is being of ignoble lineage. How is one without autonomy? Here, the king is manipulated by jesters, wise men, ministers, advisors, and others through various means, they handle affairs themselves, support the jesters, and indulge in the pleasures of the five desires as they please, the king cannot act as he wishes, this is the king being without autonomy. How is one naturally violent? Here, the king becomes displeased with jesters or others over some trivial matters.

When anything is used even a little, they openly rebuke, speak harshly, do evil, quarrel, harm, make the place a place of strife, and cause strife everywhere. If it is not openly, they speak secretly to others. If it is not openly, nor secretly to others, but deep inside, in an unmanifest way, they generate extreme vexation and resentment, and do not generate or hold onto thoughts of strife for a long time. Furthermore, deep inside, they engage in unmanifest strife, always possessing a vexed mind, and for a long time generate and hold onto thoughts of resentment and strife. Thus, in these ways, whether it is open violence, or secret violence, or unmanifest violence, or short-term violence, or long-term violence, this is called a king who is violent by nature. For a great king, long-term violence is accompanied by great faults, and others should know that it is not so. How is it that the element of strife is great? For example, the king's attendants, even for small faults and small transgressions, are deprived of all enjoyments, separated from their wives, and even subjected to the most severe punishments. In this way, the king is one in whom the element of strife is great. How is it that the reward is small?
