པ། 不懂规矩,心怀恶意,与非法理相合的那些人,听信这样的人的话,并且思虑行事,因此也会完全失去那些事务,也会完全失去享用,也会完全失去名声,也会完全失去正法。因此,这是听信了非贤善国王的话。如何是不加考察且不合乎法理呢?在此,国王不和顺地委任膳食官,不完全委任,不指定,不详细考察,不普遍考察,对于应该极其重视的事情,在那些事务的末端,委任不应委任的膳食官,应该委任的却不委任。在那些事务的末端,应该撤换的膳食官却不撤换,不应该撤换的却撤换。不和顺地委任,不完全委任,不指定,不详细考察,不普遍考察,对于应该施加利益的膳食官,却施以惩罚,应该施以惩罚的却施加利益。国王对于国王的法理,也没有对那些膳食官很好地进行区分。因此,那些膳食官也在大臣和大多数眷属聚集在一起的时候,突然说出话来,说话没有结尾,说不合规矩和不恭敬的话,并且也思虑行事,不按照所吩咐的话去做,也不好好地安住于言辞之中。因此,这是国王不加考察且不合乎法理。如何是不顾及正法呢?在此,国王不相信来世,也不信任。因为他不相信来世,也不信任,所以对于善业和不善业的果报在后世会变成可爱和不可爱,也不相信,并且因为不相信,所以没有羞耻心,对于以身语意作恶,随心所欲地放纵,并且也不时时分别考察而布施,也不行善事。

Those who do not know the rules, harbor malice, and are in accordance with what is not Dharma, listening to the words of such people, and thinking about actions, will therefore completely lose those affairs, will also completely lose enjoyment, will also completely lose fame, and will also completely lose the Dharma. Therefore, this is listening to the words of non-virtuous kings. How is it that one does not investigate and is not in accordance with the Dharma? Here, the king does not appoint the food officers harmoniously, does not appoint them completely, does not designate them, does not examine them in detail, does not examine them universally. For matters that should be given utmost importance, at the end of those affairs, he appoints food officers who should not be appointed, and does not appoint those who should be appointed. At the end of those affairs, he does not remove food officers who should be removed, and removes those who should not be removed. He does not appoint harmoniously, does not appoint completely, does not designate, does not examine in detail, does not examine universally. He punishes food officers who should be given benefits, and gives benefits to those who should be punished. The king also does not distinguish well among those food officers according to the Dharma of kings. Therefore, those food officers also, when ministers and most of the retinue are gathered together, suddenly speak out, do not finish their words, speak improperly and disrespectfully, and also think about actions, do not act according to the words that are commanded, and do not abide well in their words. Therefore, this is the king acting without investigation and not in accordance with the Dharma. How is it that one does not consider the Dharma? Here, the king does not believe in the next world, nor does he trust it. Because he does not believe in the next world, nor does he trust it, he does not believe that the results of good and bad deeds will become desirable and undesirable in the next life. And because he does not believe, he has no shame, and he indulges in evil deeds of body, speech, and mind as he pleases, and also does not give alms or perform virtuous deeds after examining them separately from time to time.
