Nor will they be attached to it, nor will they generate afflictions aimed at it. This is called decline through complete abandonment. What is decline through censure? For example, here, some people, through the perception of faults, or the perception of ugliness, or through the perception of complete dedication, etc., or through any proper attention, with respect to those desires, even if they have not become detached from desire, but because of how they are incompatible, from not letting the mind enter into desires, up to not extensively liking them, in this way they censure them. This is called decline through censure. What is decline through quiescence? For example, here, some people, through the worldly path, attain detachment from desire for desire, or detachment from desire for form, and possessing the cause of mind shown by quiescence, their mind does not enter into those desires, or forms, from not entering up to not extensively liking them, this is called decline through quiescence. Noble Hearers, through the path beyond the world, attain detachment from desire for desire, and between detachment from desire for the three realms, in this way, they have completely destroyed all the seeds of all those contaminated dharmas that are practiced in the three realms. Why? Because, the Noble Hearer has completely declined from detachment from desire in this very life, and it is impossible for the lower level of afflictions to manifest, and having been born in the upper levels, having died and transmigrated from there, it is also impossible to be born again in the lower levels. For example, just as seeds of barley, etc., placed in the sky or on dry ground, do not grow, but it is not that the seeds themselves do not exist. If they are completely burned by fire, just as there are no seeds at all, so too should the manner of the decline and complete destruction of the seeds be understood. The Noble Hearer, not having completely passed into nirvana in the realm of nirvana without remainder of aggregates, whatever seeds of virtuous and unindicated dharmas he has, because he has completely destroyed the seeds of contamination, therefore they decline.

Therefore, it cannot cause the subsequent Vipāka to manifest, nor can it cause itself to arise. Thus, it is like this: the decline caused by destroying a true friend should be understood as the fourth type of decline. In this case, whatever mind arises in a person who possesses all bonds, whether it is associated with happiness, suffering, or neither suffering nor happiness, all of these have the seed of happiness, the seed of suffering, and the seed of neither suffering nor happiness. Whatever wholesome, afflicted, or neutral mind arises in him, all of these also have the seed of wholesomeness, the seed of affliction, and the seed of neutrality. Whatever worldly wholesome, afflicted, or neutral mind arises in a learner who possesses incomplete bonds, all of these have the seed of whatever afflictions that have not been abandoned, which are to be abandoned by cultivation, and from this arises the seed of all other dharmas. Whatever wholesome or neutral mind, whether worldly or supramundane, arises in a non-learner who has abandoned all afflictions, since he does not possess the seed of all afflicted dharmas, the seed of all wholesome and neutral dharmas arises. This way of establishing seeds should be understood as being in the case where the ālaya-vijñāna is not established. If it is established, then in brief, it should be understood that it contains the seeds of all dharmas, and it should be understood that those seeds are appropriately associated with those dharmas that have not been abandoned and those that are to be abandoned. The Blessed One said, "Monks, I say that even an Arhat can completely fall away from any of the four pleasant abidings arising from the superior mind in this life." Regarding this, if the seeds of all his afflicted dharmas have been completely destroyed, then how could afflictions of a lower realm arise in him? If they do not arise, then how could he completely fall away?
