He bestowed the instructions for attaining the path. For those who wish to be free from worldly desires, the seven powers of the Tathagata clearly show the path to become free from worldly desires. Among them, first, with the power of knowing whether the faculties are superior or not, he observes the faculties of those who wish to be free from worldly desires. Secondly, with the power of knowing various aspirations, he observes the intention that precedes the faculties. Thirdly, with the power of knowing various realms, he observes the latent tendencies that precede the intention. Thus, knowing the faculties, intention, and latent tendencies, with the power of knowing all paths, he causes them to enter the doors of the objects to be entered, each in its proper place. Thereafter, with the power of knowing the recollection of past lives and the power of knowing death and birth, in order to abandon all defilements, he also causes the mind to abide in the means of entering the door of the object of signs, and after making the conduct completely pure, he shows the Middle Way, which is free from the root of the view of the aggregates, and from the views of permanence and annihilation, and from the clinging to extremes. Thereafter, thus diligently practicing and relying on tranquility, for those who have not abandoned defilements, by possessing the non-practice of all evil deeds, he causes them to abandon the arrogance of exaggerating what has not been done, with the power of knowing the exhaustion of pride and outflows. This is one of the arrangements of the powers. The twenty-second volume is the last. Furthermore, after the Tathagata manifested the unsurpassed, perfect, and complete enlightenment, he initially manifested the power of knowing what is and is not the case, thereby truly employing the excellent Dharma-abiding wisdom for the Dharma of dependent origination. Relying on the Dharma-abiding wisdom, with the power of knowing actions as one's own, he observes the side of the householder, and with various actions abiding on the side of the householder, they are all truly so.

Having become accomplished, becoming accomplished, and will become accomplished, thus he observes. Having observed the householders, with the power of knowing how to enter into meditative stabilization, liberation, and samadhi, he observes the renunciates, thinking: Is there anyone among the renunciates who can point out the path to liberation from suffering, and the path to liberation? Or is there no one? Thinking thus, because he knows there is no one, he observes all the helpless and unprotected world, relying on great compassion, and with the Buddha's eye observes the world. He observes thus, and with direct perception knows the superior and non-superior faculties, and fully knows that there are beings appearing in the world, beings born in the world, and that there are dull, middling, and sharp faculties, and after understanding this in his heart, he applies his mind to teaching them the Dharma. After that, according to the previous order, it should also be understood that the power of knowing the non-superior faculties, knowing various inclinations, and so on, will all arise. This is the second type of sequence of powers. Another type is that, only at the very beginning, when the Tathagata has just attained complete perfect enlightenment, he examines the realm of dependent arising with the power of knowing what is and is not the case. After that, with the power of knowing karma as one's own, he examines the realm of beings, which is named as beings in the dependent arising, thinking: These beings will each experience the results of this kind of karma that they have created themselves. Having examined the realm of Dharma and the realm of beings as they are, with the power of knowing how to enter into meditative stabilization, liberation, and samadhi, in order to liberate those beings from suffering, he skillfully instructs them with three kinds of miracles. After instructing them, also according to the previous order, with the remaining powers he also knows the faculties and so on, and also leads them onto the path, liberating those beings from suffering. This is the sequence of powers.
