In order to show the meaning, it is said, "Like clouds, for the sake of greatly increasing the good crops of beings." For example, just as rain falls from the clouds and causes various kinds of crops to grow and flourish, similarly, beings refer to sentient beings. The Tathagata also pours down the rain of Dharma, causing the minds of sentient beings, which are like fields, to greatly increase and flourish with the good crops of the pāramitās. Therefore, the Buddha is like a cloud, that is the meaning. In order to explain how the rain of Dharma is poured down, it is said, "For the sake of beings, the great rain of Dharma, well-spoken and inexhaustible, is abundantly poured down." Here, the phrase "great rain, well-spoken and inexhaustible" appears later, while the phrase "rain of Dharma for beings" has appeared before. Combining the phrases in this way, the inexhaustible great Dharma, well-spoken, is poured down into the minds of beings, therefore it is combined like a cloud. "Great" refers to the nature of the earth and the pāramitās, the Dharma of the Mahāyāna. That Dharma is good in the beginning, good in the middle, and good in the end. The meaning is good, and the words are good, therefore it is called well-spoken. Once that Dharma is realized, it will not disappear until the end of samsara, therefore it is called inexhaustible. "Pouring down" means explaining to those sentient beings who are to be tamed, that is the meaning. That Buddhahood is the unsurpassed refuge, there are five verses. If one asks, what is the connection between explaining the distinction of the unsurpassed refuge after the section on the power of the Buddha? The answer is, because worldly people seek refuge in mountains and so on, and Śrāvakas seek refuge in nirvāṇa, if one attains Buddhahood, which is like a source of jewels and has the power of a cloud, then one becomes the refuge of all who have taken refuge, therefore it is the unsurpassed refuge. In order to show this, the distinction of the unsurpassed refuge is explained in connection after the power. Furthermore, what is the difference between the previous explanation of the refuge and the explanation of the refuge here? Why is it repeated twice? The answer is, previously it was based on the distinction of individuals, and for the sake of the supreme Mahāyāna, refuge was taken in the Three Jewels, therefore one should know that itself is the supreme refuge.

Thus it is said. Here, worldly people, fearing kings and thieves, etc., take refuge in mountains, etc., and Hearers, fearing the birth, old age, sickness, and death, etc., of samsara, take refuge in the Three Jewels for the sake of self-protection. Among those people, whoever takes refuge in whichever Buddha, having attained that Buddha, becomes the protector of all sentient beings. Therefore, the Bodhisattva who takes refuge in the Three Jewels is superior to other protectors, because he takes refuge in order to protect himself and others from all harm. At that time, the explanation of taking refuge is made from the perspective of the person, not from the perspective of Bodhi. The distinction of this refuge lies in having generated Bodhicitta. Whoever attains unsurpassed Bodhi becomes the protector of himself and others, therefore it is an unsurpassed refuge, thus it is taught. Therefore, the distinction lies in that. The Buddha is the refuge. This means that having abandoned the afflictive obscurations and the obscurations to knowledge, and having comprehended all Dharmas, the Buddha himself is called the refuge. From what does he protect? He protects from the three: afflictions, karma, and life, therefore the Buddha himself is the refuge. Always from all the hosts of afflictions. This means that he will protect from the afflictions of afflictions. If one becomes a Buddha, until the end of samsara, all the hosts of afflictions to be abandoned by seeing and meditating will not arise in the mind, and one will not be defiled by afflictions, this is the meaning of protecting from afflictions. All misdeeds. This shows that he will protect from the all-pervasive afflictions of karma. The five heinous crimes and the ten non-virtues, etc., are called misdeeds. If one becomes a Buddha, one will not commit the five heinous crimes and the ten non-virtues, etc., this is the meaning of protecting from the all-pervasive afflictions of karma. And also from old age and death. This shows that he will protect from the all-pervasive afflictions of life. Although birth has already been mentioned here, without birth there would be no old age and death, therefore the meaning of birth is also shown by the force of the meaning.
