That Buddha's non-dual nature, endowed with power, has two aspects. The third is said to be explained. Thus, the Buddha is of a non-dual nature. Why? Because grasping and the grasped are called two. At the time of Buddhahood, having abandoned the two, grasping and the grasped, it is called non-dual. Or, existence and non-existence are called two. At the time of Buddhahood, it is neither existent nor non-existent, therefore it is called non-dual. What is it that is not existent? At the time of Buddhahood, the nature of the imputed, which is the imputed of grasping and the grasped, is not existent. What is it that is not non-existent? Because the nature of the perfectly established is existent. Power is the quality of the non-dual nature. The two verses briefly show the non-dual nature and power. The third verse repeats the meaning of that and explains it extensively, which is the meaning of that. All dharmas are Buddha. Thus, the name Buddha is given to that which is without self in persons, without self in dharmas, and to the dharma that is without arising and ceasing. All dharmas are without the two selves, and there is nothing that is not pervaded by arising and ceasing. The Dharmakaya of the Buddha is the nature of the two selves, the nature of no arising and ceasing. The two selves of all dharmas, and the nature of no arising and ceasing, are not different in the slightest. Therefore, all dharmas are called Buddha. Therefore, in the Sutra of the Diamond Cutter, it is also said: "Whoever sees me as form, whoever perceives me as an enemy, that person has gone astray, those people do not see me. Thus, see the Buddha as Suchness, the guides are the Dharmakaya, the nature of Dharma cannot be known, those do not change." Thus it is said. In the Sutra of the Ornament of the Light of Wisdom, it is also said: "The unborn dharma is always the Tathagata, all dharmas are also like the Sugata." Thus it is said. It is said: If all dharmas are Buddha, since it is the nature of the existence of the Buddha, like the Buddha, will the dharma also become the nature of existence? It is said: Dharma is not anything that exists.

Therefore, for those individual children, the grasped and the grasper, as well as the characteristics of universally imputed natures, and the characteristics of universally imputed natures such as pots and cloths, there is nothing that exists, this is the meaning. As for "the nature of white, pure dharma," the Buddha initially also arose from the practice of the ground and the perfections, as well as the dharmas of the aspects of enlightenment. At the time of Buddhahood, he also abides in the nature of the ground and the perfections, the aspects of enlightenment, powers, fearlessness, and so forth, therefore it is called the nature of white, pure dharma. If that is the case, should it be said that the Buddha is solely the nature of those perfections themselves? Therefore, it is said, "That also was not taught as such." Because the perfections of the universally imputed nature, which are apprehended in three ways, such as the giver, the receiver, and the object, are not inherently existent, therefore it cannot be said that the perfections of the universally imputed nature are the nature of that Buddha. Why? Because the Buddha is not a dharma of universal imputation. Up to this point, the nature of non-duality has been explained. Because it is the cause of precious dharma, therefore, "That is like a mine of jewels." Just as various jewels arise from a mine of jewels, so too from that Buddha arise immeasurable precious dharmas to be taught, and immeasurable precious dharmas such as powers and fearlessness. Because the Buddha is the cause, condition, and basis for the arising of precious dharmas, therefore the Buddha is like a mine of jewels, this is the meaning. Because it is the cause of virtuous crops, therefore, "That is regarded as like a cloud." Just as rain falls from the clouds, and due to the cause of the rainfall, various crops such as barley and rice ripen and grow, similarly, from that Buddha also falls various rains of teaching, and in the mindstreams of sentient beings, which are like fields, the Buddha is the cause for generating virtuous crops of perfections such as generosity, therefore, the Buddha is regarded as like a cloud.

It is the meaning of action. This shows its great power. Because it is not different from suchness, it is said that all dharmas are Buddha. For the selflessness of persons and dharmas existing in pots and cloths, and the suchness without arising and ceasing, and the two selflessnesses of the Dharmakaya, there is no difference from the suchness without arising and ceasing, therefore all dharmas are called Buddha, this is its meaning. All dharmas are Buddha, this is its meaning. In order to show the nature of white dharma, it is said, "Buddha is the collection of all dharmas." For the two selflessnesses and the dharma without arising and ceasing, it is called Buddha. Because there is no dharma that is not included in the dharma of emptiness, it is said that Buddha is the collection of all dharmas. Or, the Buddha himself is first vast, and is produced from the accomplishment of paramitas and bodhipaksa-dharmas. When the Buddha is accomplished, also because the earth and paramitas, and bodhipaksa-dharmas, powers and fearlessnesses, etc., all dharmas are gathered together, it is said that Buddha is the collection of all dharmas. There is no such thing as dharma, and it is not indicated by it. In order to show this meaning, it is said again that all dharmas are separate. Because at the time of becoming a Buddha, there is no dharma that is conceived by the grasped and the grasper, it is said to be separated from all dharmas. Or, because the nature of the grasped and the grasper, the paramitas, do not exist at that time, it is said to be separated from all dharmas. Because it is the cause of the jewel dharma, it is said, "He is like the source of jewels." In order to show this meaning, it is said, "Jewels are supreme, extremely vast, the place of birth, like the source of jewel dharma." Just as various jewels are born from a jewel mine, from the Buddha also are born the dharmas to be preached, the Mahayana dharma, jewels, etc. And because it is the cause of the birth of vast and wide dharmas, such as earth, paramitas, powers and fearlessnesses, etc., the Buddha is like the source of jewels, this is its meaning. Because it is the cause of good crops, it is considered to be like a cloud.
