Wisdom refers to the non-dual wisdom that, in the first bhumi, realizes the nature of pervading all dharmadhatu. Having power, composing verses from the arising of perfection, the so-called power is synonymous with might, that is, accumulating the accumulations of merit and wisdom, eliminating the two obscurations, and being able to realize the dharmadhatu, is power. In order to explain that having the three causes, nature, and functions of power is the perfection of power, therefore, verses are composed. By the two virtues, the two realms increase, etc., the so-called two virtues are the virtue of the accumulation of merit and the virtue of the accumulation of wisdom. The term 'realm' refers to the seeds of those two accumulations, that is, using the accumulation of merit to increase the seeds of merit, and also using the accumulation of wisdom to increase the seeds of wisdom. This shows the cause of the perfection of power. The supreme that can become the basis for the arising of fruit. The so-called basis refers to the body, that is, accumulating the accumulations of merit and wisdom, eliminating grasping and clinging, understanding emptiness, and obtaining the Buddha-ground, is the arising of fruit, thus obtaining a body with such ability, is the supreme that can become the basis for the arising of fruit. This shows the nature of power. The term 'supreme' indicates that this body is superior to sravakas and pratyekabuddhas, etc. Wishes are fulfilled, that is, those who possess the accumulations of merit and wisdom, whatever they think, will be accomplished accordingly, and they can also fulfill the thoughts of sentient beings. This is one function of power. Becoming the supreme of beings, that is, those who possess the accumulations of merit and wisdom, those who possess the accumulation of wisdom, are superior in wisdom to all sentient beings, and those who possess the accumulation of merit are superior in beauty of body and enjoyment to all sentient beings. This is the second function of the perfection of power. Obtaining power is the nature of perfection, that is, the cause and nature of power.

And, if one possesses the three karmas, one obtains the meaning of achieving complete power. Starting from the complete non-seizure, it is called a verse. Because a Bodhisattva possesses the power of merit and the power of accumulating wisdom, demons and others cannot change their behavior. To show that even non-Buddhists and others cannot change their views, verses are composed, which is its meaning. That is, if one possesses the cause of non-seizure, nature, and the three karmas, it shows that non-seizure is complete. The so-called "mind that discerns good Dharma with reason," good Dharma refers to the Dharma of the Mahayana. For the Dharma of the Mahayana, through discerning and contemplating with four kinds of reason, one determines the meaning of the Dharma and obtains a mind without doubt, which is called the mind that discerns with reason, and this is the cause of non-seizure. The four kinds of reason are: relative reason, functional reason, establishing reason, and the reason of Dharma-nature. Among them, the order of the fruit arising from the cause is called relative reason. For example, relying on form and the eye faculty, the eye consciousness arises, which is called relative reason. Because of the power of cause and condition, after the eye consciousness arises, it performs its own function, such as looking at form, which is called functional reason. Establishing reason has three types: the cause of the effect, the cause of nature, and the cause of non-apprehension. Among them, the cause of the effect is like "wherever there is smoke, there is fire." The cause of nature is like the word "tree" pervades all trees such as the Shapa tree and the Tang tree, so this is a tree, why? Because it is a Shapa tree. The cause of non-apprehension is like "in this place, there is no observable pot with characteristics, so there is no pot." The reason of Dharma-nature is like "whether the Tathagatas appear or do not appear, due to the cause of ignorance, the Dharma-nature of formations and so on has always existed."
