The so-called "at that time, being of the nature of never passing into Nirvana" refers to those who commit the five heinous crimes, who cannot pass into Nirvana until they abandon the karma of committing the five heinous crimes; those who have severed the roots of virtue with wrong views, who cannot completely pass into Nirvana until they are separated from wrong views and the roots of virtue have not arisen; those who do not accumulate the virtuous roots of the path to liberation, who cannot pass into Nirvana until they have accumulated the virtuous roots of the path to liberation; and those with a small amount of white dharma, who cannot pass into Nirvana until they have perfected the collections of merit and wisdom.
