Those who have increased in virtue are placed in liberation, and those who have not accumulated virtue are placed in the increase of virtue. This is not done in just one world system, but in all directions, that is, in all ten directions, they are made to mature and be liberated. This is the meaning. Who does this? The Victorious One, that is, the Buddha Bhagavan does it. By what cause does he do it? By excellent teaching, that is, by the method of explaining the twelve branches of scripture. By explaining in this way, may all become as mature as maturity. By explaining in this way, those roots of virtue that have not matured are placed in the supreme increase of virtue, and thus they are made to fully mature. Those roots of virtue that have matured are placed in Nirvana, and thus they are made to attain the supreme purity. This making them fully mature is not done just occasionally, but continuously until the end of Samsara, therefore it is called constant. If sentient beings are constantly made to mature in this way, will the sentient beings of Samsara not be exhausted? Therefore, it is said, "Not all here." Even though they are constantly made to mature in this way, sentient beings will not be completely exhausted from this place of Samsara. Why? Because the realm of sentient beings is infinite and boundless. In the state of Nirvana, there is neither increase nor decrease, because the Dharmadhatu has no birth or death. The condensed meaning of the second verse is that in the act of making sentient beings fully mature, it shows the characteristics of being wonderful and not wonderful. As for the meaning of "difficult to find," the term "in this way" refers to what was said before. As it was said before, Bodhi is difficult to find. How is it difficult to find? As it is said: "Without self, a hundred difficult practices, Accumulating immeasurable merit, Immeasurable time, Because immeasurable obscurations are exhausted, Without stain of all obscurations, Attaining the all-knowing." As it is said, Bodhi is difficult to find. Showing this great Bodhi that is difficult to find means that it is always attained. If it is attained, then one's own benefit will also be perfect, and the benefit of others will also be abunda

Accomplished perfectly. Named "Possessing Supreme Qualities, Wonderful." It shows the perfection of one's own benefit. If one attains great Bodhi, one will possess strength and fearlessness, as well as qualities that Sravakas and ordinary beings do not have. Therefore, it is named "Possessing Supreme Qualities, Wonderful." Because these qualities are impossible for Sravakas and others to possess, it is called wonderful. In the name "Great Bodhi, Everlasting," the unsurpassed Bodhi is superior to the Bodhi of Sravakas and Pratyekabuddhas, so it is called great Bodhi. Bodhi exists until the end of Samsara, so it is called everlasting. Because it never declines or changes, it is called stable. The name "Refuge of the Refuge-less" shows the benefit of others. Because it can liberate beings from the suffering of Samsara and place them in Nirvana, it is called the refuge-less. Because it can liberate these beings from the suffering of Samsara and place them in the state of Nirvana, it is called the Refuge of the Refuge-less. In the name "In Every Direction," the Bodhisattva does not only obtain the boundary of a certain world or a certain direction, but obtains all the boundaries of the ten directions. Then, who obtains the Bodhi called "Stable"? It is obtained by the Bodhisattvas. That is the meaning. The name "At All Times" means that it can be obtained every day. The name "Constantly Obtain" means that it can be obtained every moment. In the name "This is the Most Wonderful in the World," the Bodhisattvas receive and obtain such extremely rare Bodhi in all the boundaries of the ten directions, every day and every moment, which is the most wonderful thing in the world. In the name "Acting According to the Dharma is Not Wonderful," there are two situations that are not wonderful. Why? Just as planting the rice of cause and effect, the fruit that is produced is also rice, which is not surprising. Acting according to the Dharma refers to the path that is in accordance with obtaining Bodhi, that is, the path to obtaining unsurpassed Bodhi - the Bhumis and Paramitas, etc.
