For the sake of beings, to speak well and to send down a great rain of inexhaustible Dharma, so it is said that here one should understand the way words are combined. This is from the verse: For the sake of beings, to speak well and to send down a great rain of inexhaustible Dharma, so it is said. In this quarter of the verse that was spoken, the words 'rain of Dharma' and 'send down' appear first, while the words 'well-spoken' and 'inexhaustible' appear last. Therefore, the words 'well-spoken' and 'inexhaustible' should be understood first, while the words 'rain of Dharma' and 'send down' should be understood last. In this way, 'for the sake of beings, to speak well and to send down a great rain of inexhaustible Dharma,' the combination of words becomes consistent. Similarly, 'the reason why the precious Dharma widely arises' should also be combined in this way. Under the essence of the Buddha himself is the distinction of unsurpassed refuge. What is the connection here? It is said thus: The Bhagavan, who possesses such a distinction of power, is the unsurpassed refuge, therefore he is the unsurpassed refuge. Above it says: 'Because it is the supreme vehicle, the refuge in the Three Jewels is the most excellent. That itself is called the best of those who have gone for refuge.' This explains taking refuge from the perspective of the distinction of individuals. Those individuals who are frightened by fear go for refuge to mountains and so on; and those individuals, such as the Shravakas, who are frightened by the fear of samsara, go for refuge to the Three Jewels in order to protect themselves. Compared to those people, the Bodhisattva who strives for his own Buddhahood, thinking that he too will attain Buddhahood and then become a protector, taking refuge in the Three Jewels with that thought, this is the most excellent. The meaning of refuge is the meaning of protection. Therefore, the Bhagavan protects from all kinds of harm, so he is the unsurpassed refuge. Thinking with the mind of Bodhi, the Buddha himself is unsurpassed Bodhi, and he is also the most important refuge among all refuges. "From aging and death" means that without birth, there is no aging and death. The term aging and death refers to all the afflictions of birth. "Various destructions, collections of destructions, and vehicles, many sufferings of evil destinies, places where there is no means." This means that from various harms such as blindness, and from the nature of terror, all beings such as gods and humans, are completely protected by the two vehicles. Those of uncertain lineage are completely protected from the inferior vehicle. Evil destinies are places with many kinds of suffering, and since they are completely protected from those places, they are completely protected from the many sufferings of evil destinies. "Places where there is no means" means completely protecting from non-means, and completely protecting from non-means itself is also because it arises from the views of non-Buddhists. "In order to know the means of taming sentient beings in the sacred Dharma" means that for the well-spoken Dharma and Vinaya, in what ways sentient beings are tamed, such as showing displeasure towards lustful behavior, etc., all of these and knowing them as they are. "Because of reaching the other shore with compassion" means that driven by compassion, one has reached the other shore of all the Buddha's qualities. Or, because one has attained unsurpassed perfect Bodhi, it is the other shore of compassion, meaning that one has attained the ultimate. "As long as the world exists" means that wherever the ultimate end of the world realm is, the end of the refuge Buddha is also there. Because the end of the world realm is endless, the refuge is also endless, therefore it is believed that the Buddha himself is an incomparable and supreme refuge. "That is obtained through the path of non-conceptual wisdom." This means that it is obtained by obtaining the path of wisdom that transcends the world, which is extremely pure. "The path of wisdom obtains an extremely vast realm." This means that it is obtained after that, by obtaining the path of wisdom that has an infinite realm of knowable objects, both of which have been explained.
