In terms of the six types of individuals, the Bhagavan clearly distinguished and taught the establishment of the Three Refuges in order to gradually lead sentient beings who abide in the conventional truth into the Mahayana. Because they are deceptive dharmas, because they are nonexistent, because they are accompanied by fear, the two dharmas and the assembly of noble ones are not the ultimate and supreme refuge. There are two types of dharma: the dharma of teaching and the dharma of realization. Thus, the dharma of teaching, such as the Sutra Pitaka, is the teaching that is expressed, which is gathered by the collection of names, sentences, and letters. It is said to be like a raft because it ultimately leads to the realization of the path. The dharma of realization has two types of distinctions: cause and effect, namely, the truth of the path and the truth of cessation, which are called 'what' and 'what is realized.' Among them, the path is realized as the characteristic of conditioned phenomena. Whatever is realized as the characteristic of conditioned phenomena is a false and deceptive dharma. Whatever is a false and deceptive dharma is not true. Whatever is not true is impermanent. Whatever is impermanent is not a refuge. The cessation that is realized by the path is also distinguished by the way of the Shravakas, like the extinguishing of a lamp, only by the absence of afflictions and suffering. Nonexistence should not become a refuge or a non-refuge. The name Sangha is a collective term for the assembly that possesses the three vehicles. They are also constantly accompanied by fear, having taken refuge in the Tathagata, seeking liberation, having the task of learning, and not having entered the unexcelled, perfect, and complete enlightenment. How are they accompanied by fear? Because even Arhats who have abandoned existence, because they have not abandoned their habitual tendencies, constantly and continuously generate an unbearable sense of fear towards all conditioned phenomena, like a person facing a swordsman with a raised sword. Therefore, they have not attained the ultimate liberation of lasting happiness. Refuge is not the seeker of refuge. Just as sentient beings without refuge, who are terrified by this and that fear, seek liberation from this and that, so too, Arhats

There is also fear. Because they are afraid of fear, they take refuge in the Tathagata. Whoever takes refuge in this way because of fear will undoubtedly seek to escape from fear. In order to seek liberation, one will learn and practice on the basis of abandoning the source of fear. In order to learn, one will enter in order to obtain the supreme state of fearlessness, that is, entering the unsurpassed perfect and complete enlightenment. Therefore, it is also a refuge of its limbs, so it is not the ultimate refuge. Therefore, these two refuges are said to be not refuges at the final moment. The refuge that leads to the ultimate meaning is only the Buddha. Because the Muni has the Dharmakaya, the Sangha is also, because it is the ultimate. Thus, as mentioned earlier, the Muni, distinguished by non-arising and non-ceasing, has the nature of the two truths of manifestation, because it has the Dharmakaya free from attachment, and the Sangha of the three vehicles also attains the ultimate by obtaining the ultimate purity of the Dharmakaya. In a world without protection and without refuge, it is equal to the edge of the future, it is an inexhaustible refuge, it is constant.
