It is said that it exists like a mirage. Those of cause are not born, those of condition are made by them. It is also not becoming a Buddha because it has the thirty-two marks collected by the names of color and shape, because that is also the reason for the wheel-turning king. Therefore, the reason for establishing Buddhahood is the omniscient wisdom of all kinds. Because wisdom has been attained, one is counted among the Tathagatas. "The mute, the deaf, the blind, the lame, etc.," these indicate the special bases for practicing brahmacharya. Among them, "seeking revenge" refers to wanting to take foolish revenge on those who have harmed life and enjoyment, through holding grudges, because they are disturbed by afflictions, so they are not a basis for practicing brahmacharya. The elderly and children are also not bases, because for those who are naturally less desirous, I do not call them practitioners of brahmacharya, as stated in the Holy Jewel Heap Sutra. Others are obstacles to beauty, as explained in the Vinaya Pitaka. "Obscured," etc., indicate the distinctions of signs. Among them, "obscured" refers to the sign of a human Chakravartin king, which is slightly unclear or has flaws, etc. "Clear" refers to the sign of a Tathagata, as it is said in the sutra: "The Buddha's sign abides in the land, clear and complete is the noble one." Similarly, possessing the signs of the kings of the gods is the Chakravartin of the gods. "Some clear ones renounce," this refers to the Tathagata, indicating the way of renouncing the qualities of desire and going forth. Other than that, the Chakravartins of gods and humans are imprudent, they enjoy the qualities of desire. "Vast and minute, excellent groups, etc.," these refer to answering the question, "What do you prophesy?" It is a prophecy of the future. The necessity of indicating this is to show that the ascetic practitioners of other religions, etc., indicate the incorrect path, and that the Tathagatas indicate the correct path, and also to show that the kings who protect that Dharma, etc., will appear in this way. Therefore, the sentient beings born at that time will truly understand the distinctions of what should be accepted and what should be abandoned, and they will develop trusting faith in the teacher. "Under protection" refers to the end of the time when protection arises, or it may be that time itself, when a barbaric Tajik king will appear. After that, there will be conflicts of weapons, and the groups of Vishnu and Yakshas will cut and kill each other with weapons.
