Thus it is said. The non-Buddhists also similarly state that Ishvara and the chief, etc., are the cause of all beings and various transformations, and are unborn and unceasing. Apart from that, they also acknowledge that dependent origination is the very nature of things, thus becoming the same. The so-called agent and cause of conditions refers to action and ignorance themselves, or in another way, it is said that beings arise from the will of the particularly excellent wisdom Ishvara and conditions such as atoms. The Blessed One also said that relying on the causes of ignorance and action, etc., unlike the non-Buddhists, only different names are established, namely, action conditioned by ignorance, consciousness conditioned by action, etc. Atoms, etc., are to clearly show the cause, considering atoms to be the cause of composing coarse matter. The lord of beings is Brahma, believing that everything arises from him. The meaning included in 'etc.' refers to those who say that time is always the cause, and so on. If among the nine substances, the impermanent substances, how can the four elements be unborn and unceasing? Although coarse matter is impermanent, the matter of atoms is permanent, so it is said to be unborn and unceasing. The Blessed One, etc., said in other ways that the Blessed One said that the nature of all things is free from the extremes of existence and non-existence, so it is unborn and unceasing. If you doubt that it is the same as the non-Buddhists, it is actually the same, because the non-Buddhists also, as mentioned before, believe that the nature of the four elements is indestructible, so it is unborn and unceasing, even if the color and shape of those four elements change, the nature of the four elements will not change. Furthermore, the Blessed One said that the external four elements are not substantially established, so they are unborn and unceasing, and there is no change, and those changes appear because they are the conceptualizations that focus on them. All non-Buddhists also believe that the change in its nature is just a conceptualization, thus analyzing and establishing it, therefore.

This will become the same. Even so, unborn and unceasing are said to be the cause. By understanding and becoming familiar with suchness, one becomes a Buddha. But this is no different for the tirthikas, so they too will become Buddhas. Or, the meaning of the words is: "The ever-unborn dharma is the Thus-Gone One." Therefore, this (unbornness) is the nature of the Buddha. But this is no different for Ishvara and the Lord of Beings, so they too will become Buddhas. To think so is also unreasonable, because the Blessed One said that it is impossible for many Thus-Gone Ones and Wheel-Turning Kings to appear simultaneously in one world, which contradicts this. Because of having results and not having results, dependent arising is acknowledged in order, so there are causes and results. Furthermore, some dharmas are unborn and unceasing, transcending cause and effect. The meaning of the answer is that the situation is not the same, because they (the tirthikas) acknowledge that causes such as Ishvara are characterized by being unborn and unchanging, are permanent and immutable real entities, and also consider dependent arising to be a real entity of ultimate truth. Appearance and object of grasping, non-appearance and non-object of grasping, these words should be combined separately. Depending on deluded wisdom, there is appearance and object of grasping; depending on non-deluded wisdom, it is the opposite. The so-called "world abides in itself" means that in conventional truth, each moment of mind itself abides in its own nature, and there is no different nature of arising and action conjectured by outsiders. As it is said: "All phenomena are momentary, where is there abiding action?" Ultimate truth is abiding in its own dharmata, and there is completely no action. The so-called "great wisdom" should be understood as that child being intoxicated by discrimination of non-true meaning. The so-called "is good" is because at the time of the path, inverted clinging is pacified; at the time of the result, suffering and harm are pacified. The so-called "abiding as it is" refers to the true reality, seeing it as it is. The so-called "previously quoted" refers to the inverted abiding.
