This is a request. From "having the marks of a hundred blessings" in the sutra to "speak to the worlds," it is because the Blessed One is complete with all inner and outer qualities, therefore requesting to teach the Dharma; obtaining great benefit; requesting to teach the Dharma in order to proclaim the wisdom of the Tathagata. From "we" in the sutra to "these sentient beings are able to obtain," it is requesting to teach the Dharma in order to obtain great benefit. From "omniscient one" in the sutra to "the holy one turns the wheel of Dharma excellently," it is requesting in order to proclaim the wisdom of the Tathagata, that is, knowing various interests, knowing various paths, knowing the superior, middling, and inferior faculties, knowing past lives, etc., possessing these wisdoms. From "thereafter, the monks" in the sutra to "great light pervaded," it is Brahma offering, turning the wheel of Dharma, and requesting. From that time on, shaking and illuminating with light. From "in the world between all the worlds" in the sutra to "saying to each other," it is illuminating the sentient beings dwelling in the depths of the mountains surrounded by a large circle. From "all those worlds" in the sutra to "great light arose," it is the palaces of Brahma, etc., shaking. From "thereafter, the eastern world realm" in the sutra to "speaking in verses," it is that they listen to the Dharma, first being encouraged by the light, then going to the Blessed One, requesting to teach the Dharma, knowing that the Blessed One's silence is permission, all the gods abiding in meditation have come. From "we are all very happy today" in the sutra to "now the ten directions are everywhere radiant," it is the gods praising and requesting to teach the Dharma. From "thereafter, the monks" in the sutra to "thoroughly seeing to the west," it is showing separately searching for where the light comes from. From "thereafter, the monks" in the sutra to "offering the heavenly palace to the Blessed One," it is the heavenly palace of the gods.
