Those sentient beings' aggregate of formation, which is the nature of arising and ceasing in an instant. When the previous instant has not passed and the next instant has not arrived, the time that continues to exist in between is called "one time." It does not refer to the time of arising and ceasing in one instant. As for the time of consciousness, for the speaker and the listener, the three times of past, present, and future, as well as concepts of long and short, day and night, will appear in the mind. Just as one experiences a long time in a dream, but it is not so when one wakes up. Also, saying "one time" does not refer to the time of an instant, nor does it refer to four, six, or eight times. Rather, it refers to when compassion blesses and the faculties mature, becoming one, that is knowing the time. Saying "Bhagavan" refers to the perfect teacher, possessing the six qualities such as perfect power, and is called Bhagavan. Saying "Rajagriha Vulture Peak Mountain" indicates the perfection of the place. The meaning of dwelling, residing, and standing there is to show that it is different from the abodes of the noble ones, gods, and Brahma, so it is said that the Bhagavan dwells there. Saying "Rajagriha" is because the palace of King Gsalgyal in the past, which was inhabited by many people and birds, often caught fire. The king was weary of this, so he enacted a law stating that from now on, whoever's house caught fire would be exiled alone to the haunted place of the cemetery. Initially, the king's palace caught fire, and the king himself moved to that cemetery, built a palace, and those people who moved there to live wrote "Rajagriha" on the doors of every house so as not to be disturbed by ghosts. Therefore, that place became Rajagriha. Mentioning both Rajagriha and Vulture Peak Mountain is for the benefit of both householders and renunciants. Just as Rajagriha is the source of all jewels, surpassing all other places, so too, the teaching of this supreme Dharma there shows that this sutra surpasses all other sutras. Just as Vulture Peak Mountain surpasses all other mountains, so too, this One Vehicle surpasses the Two Vehicles, and therefore it is taught in that place.

The great Sangha of Bhikshus, said to be twelve thousand Bhikshus, this is the perfection of retinue. The perfection of retinue also has five aspects: explaining its reasons, discussing the meanings of leading and definitive, determining the number, showing the order of the retinue, and explaining the meaning of the commentary. There are also five stages in explaining the reasons: as a reason for faith and trust, it is shown that what the joyful one said is not self-created, nor transmitted from others, nor repeating the words of others, in order to show that there are also many who have heard it together, thereby showing the reason for others to have faith, and dividing into two and perfectly showing, thereby making others have faith, namely: mentioning the retinue of the king of gods Indra and Brahma surrounded, and again requesting Shariputra and Manjushri Kumara, Maitreya and Bodhisattvas to lead and the ultimate meaning two or three times, by explaining the sutra of cause and effect and the precepts, making the retinue gain benefit and happiness and generate faith, and again from their respective faculties, this treatise of the One Vehicle is repeatedly explained three times, for the Great Vehicle to generate or not generate the mind, to obtain forbearance of the Dharma, etc., to explain this Dharma to these three faculties, and again by showing what happened in the past, making sentient beings of the present generate faith, namely: being in the company of such noble ones, that is, the excellent ones, thereby faith will arise. Among them, the explanation of the meaning of leading and definitive is: the land where the Tathagata's manifestation resides, showing the definitive meaning to the Shravakas, showing the meaning of leading to the Bodhisattvas. The Sambhogakaya shows the definitive meaning to the Bodhisattvas, and shows the meaning of leading to the Shravakas. This is the place to show the two meanings of leading and definitive. Among them, showing the number, there were fifteen retinues before, namely: those with great qualities and names, those with great qualities but no names, the Bhikshunis with great qualities, the Bhikshuni attendant retinues, those with supreme and inconceivable qualities, and the king of gods Indra.
