菩萨恒常怀有利他之心,并且恒常具有用之不竭的受用。如果众生没有成为自身罪业的处所,世间怎么会出现贫穷的痛苦呢?这是第二种反过来说明的方式。如果众生不是因为自己的业力所致,世间怎么会出现穷人呢?因为菩萨是这样恒常利益他人的。因此,穷人的显现是因为自身的业力所致。所以,在《圣妙吉祥真实名经》的注释中说:即使佛陀住世时,众生仍然有饥渴等痛苦。如果佛陀都无法救助,菩萨又怎么能救助呢?回答说:菩萨的心是无量的,福德的成熟也是无量的。但是,众生从无量劫以来所造的罪业非常深重,因此无法获得救助。例如,圣舍利弗的弟子中,有一位持戒精严且精进的比丘去乞食,六天中一无所获,第七天 就快要饿死了。一位梵行者乞食后准备布施给他,却被抢走了。圣舍利弗对大目犍连说:你具有大神通,保护好这些食物,让他得到吧。然后,圣目犍连将食物布施给他,但他吃到嘴里却变成了泥土。之后,圣舍利弗亲自乞食并布施给他,但他嘴巴却被堵住了。因此,菩萨虽然想满足一切众生的愿望,但他们自己因为罪业而无法获得,菩萨是没有过错的。又如,龙王降雨,人们看到的是水,饿鬼看到的却是火。还有,聋子听不到雷声,所以雷没有过错一样。

A Bodhisattva always possesses a mind of benefiting others, and also always possesses inexhaustible resources. If sentient beings did not become the place of their own sinful actions, how could the suffering of poverty appear in the world? This is the second way of stating it in reverse. If sentient beings were not transformed by the power of their own karma, how could the poor appear in the world? Because Bodhisattvas are always benefiting others in this way. Therefore, the appearance of the poor is manifested as being due to their own karma. Therefore, in the commentary on the Holy Perfection of Wisdom Sutra, it says: Even when the Buddha was dwelling in the world, sentient beings still had sufferings such as hunger and thirst. If even the Buddha does not act to save them, how can Bodhisattvas be able to save them? It is said: The mind of a Bodhisattva is immeasurable, and the maturation of merit is also immeasurable. However, sentient beings are unable to obtain it because they are obscured by extremely dense sins committed from immeasurable kalpas. For example, among the disciples of the venerable Shariputra, there was a Bhikshu who was disciplined and diligent in begging for alms, but he obtained nothing for six days. On the seventh day, he was about to die of starvation. A Brahmachari who had begged for alms was about to give it to him, but it was snatched away. The venerable Shariputra said to the great Maudgalyayana: You have great magical powers, protect this food and let him obtain it. Then, the venerable Maudgalyayana gave him the food, but when he ate it, it turned into mud. Then, again, even when the venerable Shariputra begged for alms and gave it to him, his mouth was blocked. Therefore, although Bodhisattvas want to fulfill the wishes of all sentient beings, they themselves are unable to obtain it because of their sins, but there is no fault in the Bodhisattva. Furthermore, for example, when the Naga king rains, people see it as water, but pretas see it as fire. Also, the deaf cannot hear the sound of thunder, so there is no fault in the thunder.

Earth arises. Furthermore, in the Sutra known as "The Holy Vimalakirti Sutra," it is said: "Although the sun and moon are clear, the blind do not see them. This is the fault of the blind themselves, not the fault of the sun and moon. Similarly, because sentient beings have faults, they do not see the pure Buddha-fields established by the Bhagavan. This is not the fault of the Tathagata." In the commentary on "The Holy Buddha-bhumi Sutra," it is said: "Three kinds of sentient beings, due to the faults of their own karma, cannot see the image of the Tathagata's mirror-like wisdom." This should also be understood as a source here. Furthermore, in the commentary on the Compendium of the Great Vehicle, composed by Master Vasubandhu and Asanga, it is said: "Although all Buddhas have attained mastery, they do not exercise their mastery over those who are obscured and those who are definitely without the potential for liberation." This should also be mentioned here. For example, when hungry pretas see the water of the ocean dried up, it is not the fault of the ocean, but the fault of the pretas themselves due to their own karma. This second example is a close illustration: just as pretas see the ocean dried up due to the power of their own negative karma, it is not the fault of the ocean. In the treatise Compendium of the Great Vehicle, composed by Master Asanga, it is said that sentient beings cannot receive the generosity of Bodhisattvas due to five causes and conditions. These five causes and conditions are also explained in the commentary composed by Masters Vasubandhu and Asanga. What is said in the Sutra is the first, therefore, in that treatise it says, "If Bodhisattvas have such excellent qualities of discipline, concentration, and wisdom, and have attained great dominion over all wealth, why do impoverished sentient beings appear?" It is because they see that those sentient beings have heavy karma that is difficult to transform into enjoyment. This is the first cause. In Master Vasubandhu's commentary,

ལས། 如此菩萨们,见到那些有情于受用上,有沉重的业障。不布施财物,为了使布施的果实不会消失,并且,即使布施了,他们也无法享用,心想布施了又有什么用呢?如偈颂所说:譬如母亲给小儿子喂奶,即使一个月也毫不费力,但如果小儿的喉咙堵塞了,母亲又能对他做什么呢?就像这样教导。世亲论师所著的注释中说:如此,有情们有障碍菩萨神通的恶业,因为那恶业障碍了菩萨无碍的智慧,因此即使有能力,即使有穷人,也完全舍弃。在此要引证饿鬼和龙的比喻,譬如龙的水没有障碍且可以饮用,然而由于饿鬼们的罪过而无法饮用。这亦是如此,其中龙是菩萨们的比喻,水是受用的比喻,饿鬼是众生的比喻,就像那些饿鬼无法饮用和享用龙的完全清净的水一样,众生们也无法享用菩萨的受用,如此宣说。此外,那部论典中说,如果对那些有情布施财物,因为见到会阻碍善法的生起,这是第二个原因。无性论师的注释中说:如此,菩萨们见到那些有情于受用上没有沉重的过患,但如果他们获得了受用,见到那会产生许多放逸,以及罪恶不善之法,他们便会想,那些有情今生稍微贫穷一点更好,不要让他们未来生生世世都贫穷,因此不对他们作财物布施,如此说道。世亲论师所著

Thus, Bodhisattvas, seeing that those sentient beings have heavy karmic obscurations regarding enjoyment, do not give material things. It is to ensure that the fruit of giving does not disappear, and even if they were given, they would not be able to enjoy them, thinking, 'What is the use of giving?' As the verse says: 'For example, a mother feeds her young son milk, even for a month without any effort, but if the young child's throat is blocked, what can the mother do for him?' This is how it is taught. In the commentary written by Master Vasubandhu, it says: Thus, sentient beings have evil deeds that obstruct the magical powers of Bodhisattvas, because that evil deed obstructs the unobstructed wisdom of Bodhisattvas, therefore, even if they have the ability, even if there are poor people, they completely abandon them. Here, the example of pretas and nagas should be cited as a source. For example, the water of the nagas is unobstructed and can be drunk, but due to the faults of the pretas, it cannot be drunk. This is also the same, where the nagas are the example of Bodhisattvas, water is the example of enjoyment, and pretas are shown as the example of sentient beings. Just as those pretas cannot drink and enjoy the completely pure water of the nagas, sentient beings also cannot enjoy the enjoyment of Bodhisattvas, so it is said. Furthermore, that treatise says that if material things are given to those sentient beings, it is because it is seen that it will obstruct the arising of virtuous Dharma, this is the second reason. In the commentary by Master Asanga, it says: Thus, Bodhisattvas, seeing that those sentient beings do not have heavy faults regarding enjoyment, but if they were to obtain enjoyment, seeing that it would give rise to much carelessness and sinful, unwholesome Dharma, they would think, 'It is better for those sentient beings to be slightly poor in this life, may they not be poor in many lifetimes in the future,' therefore, they do not give them material things, so it is said.
