If it is said that the third is after "etc.," then it would become that it was spoken by eight people gathered at Vulture Peak Mountain and seven places. It should be understood as it appears in the sutra. In the Sutra Unraveling the Profound Meaning, it says: "The first is for the sake of the individual who practices as a Hearer. The second is for the sake of the individual who abides in the Great Vehicle. The third is for the sake of those who abide in all vehicles." And in this sutra it says: "The first is for the sake of those who have truly entered the Hearer Vehicle. The second is for the sake of those who have truly entered the Great Vehicle. The third is for the sake of those who have truly entered all vehicles." If it is said like this, then which of these sutras is correct? It is said: The exemplar of this sutra is correct, so it should be understood as previously explained, because there is no contradiction in meaning. Furthermore, it also appears that way in the treatises of the Sammatīya school, therefore in the Sutra Explaining the Definite Words, it says: "The first is for the sake of the Hearer individual. The second is for the sake of the Great Vehicle individual. The third is for the sake of the three vehicles individual." That is how it is taught. Secondly, explaining the measure of the collection of teachings and whether it is definitive or not, previously the measure of the collection of teachings was explained, and after that, whether it is definitive or not will be explained in detail. Regarding the measure of the collection of teachings, since the individual explanations are inconsistent, therefore the Sammatīya teacher, in the notes explaining the views of the schools, says: "What is the third collection of the Lesser Vehicle, that is called the first turning of the wheel of Dharma. It is only Lesser, not Great. The Great Nirvana Sutra is called the second turning of the wheel of Dharma, it is taught for both the Great and Lesser Vehicles. The Noble Buddha Avatamsaka and the Prajnaparamita Sutras are called the third turning of the wheel of Dharma, it is only for the Great Vehicle, not the Lesser." That is how it is explained. Therefore, in that very note, it says that the Buddha's teachings have three kinds of wheels of Dharma. The first is the wheel of Dharma of the Lesser Vehicle, that is the teaching of the three baskets.

For example, in the Arya Buddhavatamsaka Sutra and the Prajnaparamita Sutra, the individuals of the three vehicles view emptiness as two types, and the wisdom of realizing Suchness is the same, as shown in this way. Therefore, it is said in the sutras that there is no difference between the Mahayana and the Hinayana. In the commentary on the Sandhinirmochana Sutra, as mentioned above, the Dharma wheel of the Four Noble Truths was first taught. The second time, the Prajnaparamita Sutras were taught. The third time, the Sandhinirmochana Sutra, the Vimalakirti Nirdesa Sutra, and the Buddhavatamsaka Sutra were taught. The two memoranda of the teacher Sthiramati also contradict each other. Although there are two explanations, we will temporarily rely on the latter explanation, because it is in accordance with the words of the sutra. Thus, the Four Noble Truths are the first teachings. The Samdhinirmochana Sutra, the Vimalakirti Nirdesa Sutra, the Saddharma Pundarika Sutra, and the Buddhavatamsaka Sutra are the third teachings, as the teacher Sthiramati explained the scriptures. Here, among the teachings, those that teach the Four Noble Truths are the teachings that were first taught. Those that teach non-characteristics are the teachings of the second period. Those that start from the three natures and the three non-natures, etc., and completely and thoroughly explain all the reasons for existence and non-existence, are the teachings of the third period. It is not like showing the teachings of the past and future times based on years, months, and seasons. The Prajnaparamita Sutras are considered to be taught for the second time.
