It should be understood as such. It is rare and wonderful that no one among all the gods and humans in the world has ever turned the Dharma wheel in accordance with the Dharma before. The wheel turned at that time was supreme, endowed with circumstances, and the place where the meaning of straightforwardness became a matter of dispute. This is called the second teaching, showing that it is inferior and not of definitive meaning. Thus, this Dharma wheel conceals emptiness and reveals existence, therefore it is of expedient meaning, and it fully shows the selflessness of samsara, nirvana, cause, effect, and the individual, but does not explain the reasoning of emptiness. Therefore, this teaching is a teaching with more excellent teachings, a teaching with special circumstances, a teaching that can be destroyed by others, and a place of dispute for the twenty schools. This is the concluding word. From the notebook of the teacher Truthful Sage: The first seeing of the four truths of the Small Vehicle is called expedient meaning because it is not without characteristics. Because there is a more excellent Great Vehicle, it is called supreme. Because it precedes the Great Vehicle, it is with opponents. Because it is different from worldly matters, it fights and argues with them. The thirty-third chapter. The Blessed One, in the second (turning of the wheel), for those who had rightly entered the Great Vehicle, starting from the fact that all dharmas have no essence, no birth, no cessation, are originally peaceful, and are completely nirvana by nature, like this, turned the true Dharma wheel in an invisible manner. From this point onwards, this is the second teaching of the Dharma wheel of no characteristics. This also has two aspects: correctly showing the Dharma wheel itself, and elaborately showing that it is not of definitive meaning, this is the first. These words of the sutra also show the time of the teaching, show for whom it was taught, and show the Dharma wheel itself. The Blessed One, in the second (turning of the wheel), this shows the time of the teaching, that is, the various aspects of the Dharma wheel.

When the third turning of the wheel was taught, there was a concluding word such as "at the time." By "for those who have rightly entered the Mahayana," etc., it shows for what purpose it was taught, that is, it was taught so that the practitioners of the three vehicles could correctly enter the Mahayana. The *Saṃdhinirmocana Sūtra* also says the same. Therefore, it is said in that very sutra that for the sake of sentient beings abiding in the Mahayana, it was taught that all dharmas are without self-nature, etc. The noble *Vajracchedikā* also says, "It is taught for those who have rightly entered the Mahayana, it is taught for those who have rightly entered the supreme vehicle." Starting from "all dharmas are without self-nature," etc., it correctly shows the second non-characteristic wisdom, that is, whatever scriptures that teach without characteristics, they all explain from the non-self-nature of all dharmas up to the spontaneously complete nirvana. The first turning of the wheel of dharma concealed emptiness and showed existence, while this second turning of the wheel concealed existence and showed emptiness as emptiness. Therefore, it is said that the wheel of dharma was turned in an inconspicuous way, which is also called the secret way. Therefore, the noble *Prajñāpāramitā Sūtra* says that the secrets of the Buddhas are shown from non-arising, non-cessation, etc. Among them, the second non-characteristic Mahayana refers to the *Prajñāpāramitā Sūtras*. In previous explanations, it has been explained that there are eight sections of the *Prajñāpāramitā*. One section of the three pitakas, that is, the commentary on the noble *Prajñāpāramitā Vajracchedikā*, was written by the teacher Vajra Righteous One. After translating it, in order to accord with the inclinations of worldly people, the eight sections of the *Prajñāpāramitā* were taught. The first section has one hundred thousand *ślokas*, the second section has twenty-five thousand *ślokas*, and the third section has eighteen thousand *ślokas*, which is called the Great Treatise.
