Because it is said that "the wheel of Dharma was turned," it should be understood that pointing out to those who are destined is also the wheel of Dharma. Here, the reason why it is said that the wheel of Dharma was turned in the Deer Park is because it was established that the twelve aspects were turned three times. If the Sutra School and the Mahayana School consider all the noble paths and the three repetitions of the twelve aspects to be the wheel of Dharma, then why is it generally said that the Blessed One turned the wheel of Dharma under the Bodhi tree, and it is indicated that the wheel of Dharma was turned in the Deer Park? If all teachings are called the wheel of Dharma, then why is it said that the arising of the path of seeing in Varanasi is the turning of the wheel? The answer to the refutation is: As stated in the Abhidharmakosha, all categories of Dharma that have twelve aspects are called the wheel of Dharma, because those categories of Dharma enter the continuum of others and the meaning is understood. Alternatively, the noble paths and so on are the wheel of Dharma, because they enter the continuum of taming. It is like when the path of seeing arises in the continuum of others, because the wheel of Dharma is first started, it is indicated as the turning of the wheel of Dharma. The Sutra School believes that teachings and paths are the wheel of Dharma, and it is also because it started from the first turning of the wheel of Dharma, so it is indicated as having turned the wheel of Dharma, but it is not because other paths and other teachings are not the wheel of Dharma that it is said to have turned the wheel of Dharma. If the Mahayana treatises explain it as mentioned above, there is no contradiction with reason. Among them, the fourth, distinguishing the nature of the aspects, the twelve aspects, the three revolutions of the twelve aspects also correspond to their respective treatises, so the treatises of the Sarvastivada School appear as stated by the three masters in the Great Commentary. Therefore, in that, as stated in the Sutra: The Blessed One said: Monks, this noble truth of suffering is something I have not heard before. If I properly attend to this Dharma, then eye, knowledge, wisdom, and realization will arise.

Therefore, this noble truth of suffering should be fully understood with wisdom. From "I have not heard before" to "This noble truth of suffering has been fully understood with wisdom," it should be explained extensively. As stated in the sutra, from "I have not heard before" to the truths of "origin, cessation, and path," it should also be explained in the same way. Among them, "Suffering, this noble truth, I have not heard before," etc., shows the faculty of not knowing everything; "Suffering, this noble truth, should be fully understood with wisdom," etc., shows the faculty of knowing everything; "Suffering, this noble truth, has been fully understood with wisdom," etc., shows the faculty of possessing the knowledge of everything. For the truths of origin, cessation, and path, the three faculties are shown separately, and that should also be understood in the same way. Reverend Dharmapala (chos skyong) contemplated this sutra, and the hairs on his body stood on end. He thought: The words of the Blessed One are definitely not false, and they do not contradict the meaning, so there must be a definite order. However, this sutra reverses the order, first showing the faculty of possessing the knowledge of everything, and then showing the faculty of not knowing everything. Buddhas, Pratyekabuddhas, and Shravakas do not have such an order of practicing yoga. Why, after the faculty of possessing the knowledge of everything, does the initial faculty of non-realization appear? If one thinks that this sutra should be abandoned, then it will definitely contradict reason, because this was the first thing spoken by the Blessed One, and the five monks were the leaders, and eighty thousand sons of gods all realized the Dharma after hearing this teaching. If one thinks that it should not be abandoned, then it contradicts the order. Therefore, after contemplating this sutra, the hairs on his body stood on end. The Reverend said so. Although that Reverend said so, he did not abandon the sutra, but only abandoned the order of the words. He thought: This sutra should be proclaimed in this way: Suffering.
