Thinking, 'I have understood,' they also understood the intention of the Tathagata, the World Honored One, and then the yakshas dwelling on the earth uttered a sound, and in that instant, at that very moment, the sound resounded up to the Brahma world. The Blessed One turned the Dharma wheel that corresponds to the nature of omniscience for the continuum of Kaundinya. Moreover, it also turned the corresponding Dharma wheel for others, and those also turned the corresponding Dharma wheel for others, just like that, passing on from one to another, it is called the wheel because of the meaning of turning the Dharma. Because it manifests from the nature of right view and so on, it is called the Dharma wheel. In this way, Brahma is called the synonym of Arhat, and because he turns the wheel, it is called the Brahma wheel. Therefore, from the perspective of the Yogachara ground, it should be understood that this is showing the intention of the meaning spoken in the sutras by the meaning of the five aspects. Among them, the third question, distinguishing by questions and answers, also asks, is it relying on the Sarvastivadins, and only showing the path of seeing as the Dharma wheel? Answer: The path of seeing is the quick path and the path where the mind of time does not arise, because it is most agreeable among the wavering and unstable things, so it alone is called the Dharma wheel. Like this, the sixteen moments of mind, because each is a single moment, are called quick. Because of offering to other sentient beings, it is called not arising the mind of time. The treatises 'Treatise on Various Minds' and 'Treatise on the Treasury,' and treatises that are in accordance with correct reasoning, mostly teach in accordance with this. Some say that the path of seeing is said to be the wheel because it is like the dharma of spokes, rims, and hubs. Just as the hub of a chariot wheel is located in the center, the spokes rely on the hub, and the rim gathers the hub, so in the path of seeing, the forbearance and knowledge of suffering and arising are like spokes. The forbearance of cessation and the knowledge of cessation are like the hub. The forbearance of the path and the knowledge of the path are like the rim.

Right mindfulness and right concentration are like the rim. It should be understood in this way, and the extensive content can be known from the explanation of the six categories in the Great Vibhasha Shastra. If only the path of seeing is called the Dharma wheel, then why are the twelve types of knowledge turned three times also called the Dharma wheel? The answer is that there is no answer to this refutation in the Kosha Shastra and other treatises. Treatises that are in accordance with correct reason can answer this refutation, just as it was said earlier in the explanation of self-nature. If the noble path is called the Dharma wheel, then turning the Dharma wheel under the Bodhi tree, why is it said that the Dharma wheel is turned in Varanasi? The answer is that there are two types of turning the Dharma wheel: turning in one's own continuum and turning in the continuum of others. Under the Bodhi tree is the Dharma wheel that turns in one's own continuum. In Varanasi, it is turning in the continuum of others. In this way, whatever benefit the Tathagata does to others is to benefit others with correct facts. Considering this, it is said that the first turning of the Dharma wheel, and the extensive content can be known from what the Sarvastivadins say. The Mahasanghika school believes that all the Buddha's teachings are the Dharma wheel. If it is related to this, then teaching the Dharma to merchants under the Bodhi tree should also be called the Dharma wheel.
