Among these, the explanation of the correct meaning of the term, as stated in the Sutras: 'The Blessed One turned the Wheel of Dharma,' like that. In the great commentary, the Abhidharma-mahāvibhāṣā-śāstra, why is it called 'wheel'? Because Dharma is manifest, and Dharma is the nature, therefore it is called the 'Wheel of Dharma.' Just as a worldly wheel is manifest from gold, etc., and gold, etc., is the nature, so it is called the wheel of gold, etc., so is this. Some say that because this wheel completely purifies the Dharma-eye of the noble wisdom, it is called the 'Wheel of Dharma.' Some say that because this wheel is the antidote to what is not a wheel, it is called the 'Wheel of Dharma.' What is not a wheel? Like the perverted eightfold wheel turned by the six teachers, such as Pūraṇa Kassapa. Why is it called a wheel? What is the meaning of the term 'wheel'? It is said: Whatever moves and does not stay is the meaning of 'wheel.' Whatever abandons this and goes to that is the meaning of 'wheel.' Whatever destroys opponents is the meaning of 'wheel.' Because of such meanings, it is called 'wheel.' Among these, what is called moving and not staying, the path of seeing is the path of speed and the path where the mind of time does not arise, because it is most in accordance with moving and not staying. What is called abandoning this and going to that is abandoning the direct realization of suffering from the path of seeing and going to the direct realization of the origin, and similarly, abandoning the direct realization of cessation and going to the direct realization of the path. The meaning of destroying opponents is that just as the precious wheel of the wheel-turning king destroys the opponents of the four continents, so the wheel of the path of seeing of the yogis also destroys the afflictions to be abandoned by the four truths, therefore it is Dharma.

It is called "wheel." The reason it is called "turning" is because it has the meaning of shaking and transforming. It is called "turning" because it causes the arising of the noble path in the continuum of others. Therefore, the Great Commentary says: If it is called turning the wheel of Dharma simply because the noble path arises in the continuum of others, then why is it said that the Buddha turned the wheel of Dharma? The answer is: This is in terms of the cause that is able to turn. Therefore, it is said that even if the noble path exists in the continuum of others, if the Blessed One does not indicate and turn it with words, then there is no cause for the arising of the noble path of others. The arising of the noble path of others is the power of the Buddha, therefore it is said that the Buddha first turned the wheel of Dharma. The meaning acknowledged by the Sarvastivada school has been explained above. If combined with the Sautrantika school, there are two meanings: the noble teaching and the noble path. Because the noble teaching abides in the continuum of others, it is called "turning." Therefore, the Abhidharmakosha says that the category of Dharma itself is called the wheel of Dharma, which is the correct reasoning. How does it turn? The category of Dharma itself causes others to understand the meaning in their continuum. Or, the noble paths are the wheel of Dharma, because they enter the continuum of those to be tamed. When the path of seeing arises in the continuum of others, it begins to turn, therefore it is called "turning." The Mahayana school explains two meanings, which should be understood as stated in the Yogacarabhumi-sastra, and will be distinguished later below. Regarding the explanation of the essence, since the respective statements are different, the Sarvastivadins, combining the explanations in the Abhidharmakosha and other treatises, say that the essence of the noble path is the function. Therefore, the verses of the Abhidharmakosha say: The explanation of the essence of the Shramana, that is the Brahmin.

Because it is fast like a wheel, etc., and has spokes, etc. Thus it is said. In the explanation of this, it says, "Here, the Dharma wheel is only shown in the path of seeing." Therefore, the path of seeing is clearly the nature of the eightfold path. The treatise "Displaying Various Minds" also says that it is consistent with what is said in the "Treasury Treatise." Therefore, in the verses there, it says, "The Able One said that in the path of seeing, it is called a wheel because of its speed. Or, it is the eight limbs of learning, because it enters the continuum of others." Thus it is said. In the explanation of this, it says, "The first half of the verse shows the meaning of the Sarvastivadins. The latter half of the verse shows the meaning of the treatise on distinctions by the venerable Rahula." Thus it is said. The details are as shown therein. Furthermore, in the "Great Commentary on Distinctions," it says, "What is the Dharma wheel? Answer: It is the nature of the five aggregates that have and are accompanied by things that are the same as the noble path limbs." Also, it says therein, "The Dharma wheel is only shown in the path of seeing." Thus it is said. The details are as shown therein. Those distinction-makers relate the twelve aspects and three turnings to the three paths, such as the path of seeing, in order, but it is not only related to the path of seeing. Therefore, Master Vasubandhu, starting from the twelve aspects and three turnings, establishes the view that the Sarvastivadins only show the Dharma wheel in the path of seeing. Therefore, in the "Treasury Treatise," it says, "Furthermore, they say that those three turnings of the wheel sequentially show the path of seeing, the path of meditation, and the path of no more learning." The distinction-makers say this. This is a statement of the meaning of the Sarvastivadins. If that is the case, then it is not called the twelve aspects and three turnings only in the path of seeing, then how is it the Dharma wheel only in the path of seeing?
