It is strongly shown that explaining things below actions is inferior. This is the first. This sutra's words are also explained by dividing them into five aspects: the request for teaching, the indication of the speaker who answers, the indication of the time of speaking, the indication of the place of speaking, the purpose for which it was spoken, and the teaching of the wheel of Dharma. Among these, the phrases beginning with "then" indicate the person who requests and the person who answers. The phrase "at first" indicates the time when the sutra was spoken. Thus, among the three wheels of Dharma, this refers to the time when the first wheel was spoken. The phrases beginning with "in the country of Varanasi" indicate the place where the sutra was spoken. In the Sutra Unraveling the Profound Meaning, it says, "The city of Varanasi, a place where hermits gather, a deer park." The teacher Yangdagdenpa (Yongdagdenpa), in his notes on the Sutra Explaining the Definitive Words, says: "At first, in the country of Varanasi, in the deer park, a place where hermits gather," because it possesses three qualities, three kinds of people always gather there. The three qualities are, first, the quality of the park: the branches of the trees are completely covered, so spring is a refuge from the heat, summer is a refuge from the rain, and winter is a refuge from the wind. Second, the quality of the water: it always possesses five qualities: lightness, coolness, softness, sweetness, and fragrance. Third, the quality of the place: the outside of the park is wide and vast, so all the birds and deer gather there, and there is no fear of food and drink. Furthermore, there is a great treasure of jewels under the ground, eight yojanas in width and eight yojanas in depth. Sometimes it appears above, but people cannot take it. When a wheel-turning king appears, he can take this jewel and use it. The deer park also has two meanings. First, in the past, countless deer lived here, and the king of that place killed those deer. The deer king said, "If you kill one each day, it will last for a long time." Then, at the time

Furthermore, once it was the turn of a pregnant deer, and the deer king, with a compassionate mind, went to the place where it was to be killed in its stead. The king saw this and released the deer king. The deer king also taught the paths of a Bodhisattva, and the king, having heard and understood this, released the other deer as well. In general, the story of the deer king giving up his life for the sake of a pregnant deer is told, and it should be understood as it appears in the Great Commentary of the Abhidharma. Secondly, when the wheel of Dharma was turned, three deer always came to listen to the Dharma from the Bhagavan. There are also said to be three kinds of individuals: Firstly, when the Buddha had not yet appeared in the world, hermits gathered in this place and practiced the path of hermits. Secondly, when the Buddha had not yet appeared in the world, all the solitary Buddhas gathered in this place and meditated on the path of solitary Buddhas. Thirdly, it is said that after the Buddha appeared in the world, he stayed in this place together with the Shravakas. In the Sutra of the Display of Great Array, it is said that the place where the hermits fell is the Deer Park Given. Therefore, in that very text, it says that when a Bodhisattva who is bound by one lifetime considers when to enter the womb, the sons of the gods descend to Jambudvipa and say to the solitary Buddhas: "Noble ones, this field is of the kind that should be completely abandoned. Why is that? After twelve years, the Bodhisattva will enter the mother's womb." At that time, in the country of Varanasi, five hundred solitary Buddhas, having heard the words of the sons of the gods, rose from their seats and rose into the sky to the height of seven tala trees, burned their own bodies with fire, and completely passed into nirvana, with only relics falling from the sky. Therefore, this place is called the place where the hermits fell. Furthermore, in the past, a king with compassion gave fearlessness to many deer, and therefore that place is also called the place where the hermits fell, the Deer Park Given. Thus it is said, and the details are as explained in that very text. In the Great Commentary of the Abhidharma, it says that the Bhagavan in the country of Varanasi, the place of hermits
