At the Deer Park, the Blessed One turned the wheel of the true Dharma for Kaundinya and others. Why is it called "Varanasi"? It is said that this is the name of a river, and not far from it a royal city was built. Therefore, this city is also called Varanasi. Why is it called "the place where hermits speak"? It is said that if one says, "The Buddhas certainly turn the wheel of the true Dharma in that place," then it should be said that the Buddhas are supreme hermits, because all of them first turned the wheel of Dharma in that place, so it is called "the place where hermits speak." If one says, "It is not certain that the Buddhas turn the wheel of Dharma in that place," then it should be called "the abode of hermits." For when the Buddha appears in the world, this place becomes the abode of great hermits and many noble disciples who are hermits. When the Buddha does not appear in the world, this is where the solitary Buddhas reside. When there are no solitary Buddhas, worldly hermits with five superknowledges constantly dwell and contemplate in that place. Because hermits have dwelt, dwell, and will dwell there, it is called "the abode of hermits." Some say that it should be called "the place where hermits fell," because in the past, five hundred hermits were flying in the sky, and due to a loss of power, they fell to this place at the same time. Why is it called "the Deer Park"? It is said that because deer constantly roam and dwell in this grove, it is called "the Deer Grove." In the past, a king named Brahma gave this grove to the deer, so it is called "the Deer Park." For example, the householder Kalantaka dug a pond in the Bamboo Grove of Rajagriha, and because he cherished the Kalantaka birds, it was called "Kalantaka's Pond." According to the reasons mentioned above, it is called "the Deer Park." In his commentary on the Sutra of Turning the Wheel of Dharma, Master Vasubandhu says that for four reasons, in that grove...

It is said that the wheel of Dharma was turned. Therefore, from that very text, for what reason did he abandon the excellent place with many people and turn the wheel of Dharma in the Deer Park, a place with few people in the country of Varanasi? The meaning of this is explained here: Because the Blessed One previously gave extensive alms in that place up to sixty billion times; because he made offerings and served sixty billion Buddhas in that place; moreover, because sixty billion Buddhas previously turned the wheel of Dharma in that place; moreover, because that place is always inhabited by many extremely peaceful sages, and so on. The extensive meaning should be understood as it is shown in that very text. Thirty-second fascicle. The phrase "for those who have truly entered the Hearer Vehicle" indicates for whom the teaching was spoken. From among the three vehicles, it was spoken only for the Hearer Vehicle. The treatises Great Commentary, Treasury of Knowledge, and those that accord with correct reasoning, and the Sutra on the Turning of the Wheel of Dharma, show that it was spoken for the sake of the five monks. The five monks are said in the fourth section of the Vinaya to be: Kaundinya Ajnata, Ashvajit, Mahanama, Bhadrika, and Vashpa. In the fifth section of the Vinaya, it appears as: Kaundinya Ajnata, Bhadrika, Vashpa, Ashvajit, and Mahanama. In the treatise Yogacarabhumi, it is said that it was spoken for the sake of Kaundinya Ajnata, but this sutra shows that it was spoken for the sake of all Hearer Vehicle practitioners. In that, by showing the aspects of the four truths, the true wheel of Dharma was also turned, which is called the wheel of Dharma itself truly showing. The twelve aspects are truly revolved three times, as it is said in the Sutra on the Turning of the Wheel of Dharma. That wheel of Dharma, if briefly summarized, should be shown by dividing it into four
