Because it is not the most supreme vehicle. The vehicles of Śrāvakas and others are distinctive, and are the vehicles of the Buddhas. Therefore, it is said that the Buddhas, the Bhagavat, taught one vehicle. In all realms of sentient beings, there are various kinds of sentient beings, some with dull faculties, some with middling faculties, and some with sharp faculties, these differences are not non-existent, this is the third true meaning, showing the differences of the three vehicles. This is also shown in two ways: one is to show that it is not unique, and the other is to divide it into three according to the faculties. Among them, "not unique" means: the realm of sentient beings is not without the distinction of five lineages. These five lineages are: the three vehicles, the uncertain lineage, and the lineage-less. Lineage-less refers to: whoever does not have the lineage in their body to be liberated from the Nirvana of the three vehicles. There are also four types of those with lineage. The first is the Śrāvaka lineage, which refers to: whoever has only the lineage in their body to be liberated from the Nirvana of the Śrāvakas. The second is the Pratyekabuddha lineage, the third is the Bodhisattva lineage, these two should be understood like the Śrāvaka lineage. The fourth is the uncertain lineage, which refers to: whoever has the lineage in their body to be liberated from the Nirvana of the three vehicles, therefore changes their mind and will surely tend towards the unsurpassed Bodhi, because they are embraced by the great compassion and skillful means of the Buddhas and Bodhisattvas. This lineage also has two types: the nature lineage and the dependent lineage. Regarding the explanation of this lineage, the Indian teachers have different opinions, some say that it is originally there, not newly acquired, such as the teacher Candragomin. He said that there is only the seed of Dharma-nature, not newly acquired. Twenty-eighth chapter: Son of lineage, the Śrāvaka lineage that solely tends towards tranquility.

Sentient beings are subdued by the Buddhas with diligence and various skillful means, but even if they are placed in the essence of Bodhi, they cannot attain the unsurpassed, perfect, and complete enlightenment. What follows is the second, which explains that the Shravakas who are inclined towards peace will definitely not manifest complete Buddhahood. This is also explained in four ways: general statement, examination, detailed explanation, and conclusion. This is the first: those who are inclined towards peace, because their lineage is fixed, even if they are subdued by the Buddhas, they will not manifest complete Buddhahood. Why is that? This is the second explanation. Like that, because they only possess a lineage of inherently inferior nature, and because their loving-kindness and compassion are extremely small, and because they are extremely afraid of various sufferings, etc., these are the explanations of the third detailed explanation. This is also explained in three ways: generally stating the three causes, stating the first two causes and then clearly showing the two faults, and stating the first two faults and then explaining that Buddhahood cannot be achieved. This is the first: those of the two vehicles whose lineage is fixed, because they are of an inherently inferior lineage, this is the general cause. Extremely small loving-kindness and compassion are obstacles to the Buddha. Being extremely afraid of various sufferings is an obstacle to the Shravakas. Therefore, in the Sutra of the Teaching of the Supreme Abode, it is said: There are four kinds of obstacles: turning one's back on the Great Vehicle is the obstacle of great desire; being attached to the view of self is the obstacle of the heretics; extreme weariness, fear, and fatigue are the obstacles of the Shravakas; turning one's back on benefiting others is the obstacle of the Pratyekabuddhas. Therefore, it is obvious that the latter two are obstacles of the two vehicles. In the true meaning, the two vehicles also have two obstacles each, but in the Sutra of the Teaching of the Supreme Abode,

Having done that, each one shows their respective obscurations. Because loving-kindness and compassion are very small, they are very disinclined towards the activity of benefiting sentient beings. Because they are very afraid of various sufferings, they are very disinclined towards conditioned phenomena that manifestly occur, this second one is showing two kinds of faults. This sutra is just an expression. I, at any time, am very disinclined towards the activity of benefiting sentient beings, and those who are very disinclined towards conditioned phenomena that manifestly occur, after abiding in the essence of Bodhi, will not proclaim that they will attain the unsurpassed, perfectly complete Bodhi, this third one is showing that they will not become Buddhas. Like this, because of the two kinds of faults, at any time, they will not proclaim that they will manifestly attain the unsurpassed, perfectly complete Bodhi. Therefore, it shows that those are the Shravakas who solely tend towards peace, this fourth one is the conclusion, it is just an expression. Whoever is the person who completely transforms into Bodhi, I have shown that he is a nominal Bodhisattva, from here onwards is the third, showing that the completely transformed Shravaka will definitely achieve Buddhahood. This is also shown in four ways, namely, summary, examination, detailed explanation, and conclusion. The sutra here is the summary, like this, the completely transformed Shravaka is the uncertain lineage among the five lineages taught in the treatise "Yogacarabhumi". Or, among the two kinds of Bodhisattvas who enter gradually and enter suddenly, they are those who gradually understand, because those will definitely achieve Buddhahood, so in the "Lotus Sutra" it is also said: "All these practices that you and others practice are the practices of Bodhisattvas." This is also said with consideration of the uncertainty mentioned here. Furthermore, in the treatise "Ornament of the Sutras", as a remedy for uncertain obscurations, in the Mahayana Sutra, the Buddhas will prophesy that Shravakas will become Buddhas.
