如其所欲示现之功德,以无量依处调伏有情之功德,于法身平等而令波罗蜜多圆满之功德,如其所欲示现种种佛土之功德,佛之三身之境完全超越之功德,尽轮回边际利益一切有情安乐常在之功德,无尽之功德等等如是宣说。世亲论师所造之释中,此二十一种功德略释而已。无性论师之释中则广释此二十一种功德,亦示功德等连接之次第。近光论师所造之佛地释中,以二种方式解释二十一种功德,其中第一种方式中,自立功德之名而解释经文。第二种方式中,则依于无著论师所造之释中所出之功德名而解释经文,与其它论典相符。解释词义亦以具有二十一种功德之自性而分为二十一种相,每一相亦先示已说,后则应知以功德而示。其中以无二普行名为显示第一功德,此乃于所知无有丝毫障碍而行之功德。世亲论师所造之释中说,如声闻及独觉之智,于某些是具有障碍,于某些是无有障碍,以非如是之故。无性之释中亦与此相同而说。如是二乘之智慧知近而不知远故,具有具碍之二种普行。如来则远近皆知且唯一无碍。

The merit of showing according to one's aspiration, the merit of subduing sentient beings with immeasurable support, the merit of accomplishing the perfections in the equality of the Dharmakaya, the merit of showing different Buddha-fields according to one's aspiration, the merit of completely surpassing the realm of the three bodies of the Buddha, the merit of benefiting all sentient beings to the extent of the cycle of existence and abiding in happiness, and inexhaustible merits, etc., are taught. In the commentary composed by Master Vasubandhu, these twenty-one merits are explained briefly. In the commentary by Master Asanga, these twenty-one merits are explained extensively, and the order of connecting the merits is also shown. In the commentary on the Buddha-bhumi by Master Nears Light, the twenty-one merits are explained in two ways. In the first way, the names of the merits are established and the words of the sutra are explained. In the second way, the words of the sutra are explained based on the names of the merits that appear in the commentary composed by Master Asanga, which is in accordance with other treatises. The explanation of the meaning of the words is also divided into twenty-one aspects by the very nature of having twenty-one merits. Each aspect is first shown as having been mentioned before, and then it should be understood as being shown with merit. Among them, the name "without two universal conducts" shows the first merit, which is the merit of acting without any obscuration on the knowable. In the commentary composed by Master Vasubandhu, it is said that like the knowledge of the Shravakas and Pratyekabuddhas, in some cases there are obstacles, and in some cases there are no obstacles, because it is not like that. The commentary by Asanga also says the same thing. Thus, the wisdom of the two vehicles knows what is near but does not know what is far, so it has two universal conducts with obstacles. The Tathagata knows both far and near and is uniquely unobstructed.

Therefore, [the Buddha] does not possess the two kinds of pervasive conduct. Furthermore, the commentary on 'Absence of Inherent Existence' states: 'Or, because he does not possess these pervasive conducts of the two places, it is called not possessing the two pervasive conducts.' Just as a person who has not attained direct perception has pervasive conduct that is obstructed with respect to the two places of near and far, but the Bhagavan has no obstruction with respect to all near and far places, so it is called not possessing the two pervasive conducts. The commentary by the teacher Near Light states: 'Thus, the Hearers and so forth, because their knowledge is obstructed with respect to the objects of conduct, do not have knowledge entering into the Buddha's teachings, which are extremely distant in time, direction, and immeasurable aspects. The Tathagata is not like that, because with the omniscient wisdom, he enters without obstruction into all times and directions and the realms of the Buddha with immeasurable aspects, so he does not possess the two pervasive conducts of knowing and not knowing the characteristics of phenomena, so it is called not possessing the two pervasive conducts.' Furthermore, it is said in that very text that this shows the particularly superior qualities of the Bhagavan because he does not possess extreme obscurations. For example, ordinary people are very attached to samsara, and the noble ones of the two vehicles are manifestly attached to nirvana, so it is said that the Bhagavan does not possess these two obscurations. The teachings in the treatises can be summarized into three aspects: The first shows the two pervasive conducts of being obstructed and unobstructed. The second shows the two pervasive conducts as pervasive conduct that is obstructed with respect to the two places. The third shows the two pervasive conducts as abiding in samsara and nirvana. Because the Bhagavan does not possess these three kinds of pervasive conduct, it is called not possessing the two pervasive conducts.
