Therefore, in the "Memorandum of Seven Things," it says that the term "Buddha, Bhagavan" has four aspects: There are those who are Buddhas but not Bhagavans. These are the two lower vehicle practitioners who, by meditating on the four truths, directly realize nirvana without remainder and abide in their own state, also obtaining the name "I am a Buddha," but because they do not enjoy (use), they are not Bhagavans. There are also those who are Bhagavans but not Buddhas. These are the Bodhisattvas, who, because they enjoy the practice of virtues, are called Bhagavans, but because they abide in the stage of the cause and their wisdom is not yet complete, they do not obtain the name "Buddha." There are also those who are neither Buddhas nor Bhagavans. These are ordinary beings, who are not Bhagavans because they do not accomplish virtues, and are not called Buddhas because they do not cultivate wisdom. There are also those who are both Buddhas and Bhagavans. These are the Buddhas Bhagavans, who are called Buddhas because their wisdom is complete, and are also Bhagavans because their qualities are perfect. Similarly, in that same treatise, it says that if only "Buddha" is mentioned, then the two lower vehicle practitioners will also be included. The Utsas said that's how it was done. The third is from the commentary on the Buddha-bhūmi by the teacher Nera-ojah, which says: Since the Buddha has a name with ten kinds of qualities, why do the transmitters of the Tathagata's teachings say "Bhagavan" at the beginning of all the sutras? It is because this name is revered by all beings in the world. Other heretics also call their own teachers "Bhagavan" separately. Furthermore, this one name encompasses all qualities, but other names are not like that. Therefore, this name is mentioned at the beginning of all the sutras. In the commentary on the Prajñāpāramitā, the meaning is the same as in the commentary on the Buddha-bhūmi. Therefore, in the second chapter, it says: Does the Bhagavan have only one name? Does he have other names? It is said: Because the Buddha's qualities are immeasurable, his names are also immeasurable. The reason why this name is mentioned often is because many people know it. If we combine it with the Mahāparinirvāṇa Sūtra, there are two explanations: destroying sins and having six qualities. If we combine these into one, they become seven meanings. Therefore, in that very sutra, it says that the word "Bhagavan" means that "bhag" (藏文,梵文天城体,bhaga,功德) means destruction, and "van" (藏文,梵文天城体,van,有) means afflictions. Because afflictions are destroyed, it is called "Bhagavan." Furthermore, it is because virtuous dharmas are manifestly accomplished, because the meaning of the dharmas is well understood, because he has great qualities and is incomparable, because he has great fame and pervades all ten directions, because he has completely abandoned various things through great generosity, and because he has accomplished the abandonment of female power from countless kalpas. These six qualities, when combined with the commentary on the Prajñāpāramitā, have four meanings. Therefore, in that very text, it says, "Bhaga (藏文,梵文天城体,bhaga,功德)" means qualities, and "na (藏文,梵文天城体,na,有)" means existence, which means having qualities. Furthermore, "Bhaga (藏文,梵文天城体,bhaga,功德)" means to distinguish. "Van (藏文,梵文天城体,van,有)" means to practice well, which is a common characteristic.
